WQ <br />REGULAR MEETING FEBRUARY 17. 1987 <br />In response to questions from the news media, Mr. Vance stated <br />that it is anticipated that proposals will be received by the <br />Board approximately forty-five (45) days after publication of <br />Notice. When asked by the news media whether the City <br />anticipates any legal problems with a private firm assessing <br />fines and issuing tickets, Mr. Vance stated that as long as the <br />individuals hired would have a Special Police Commission issued <br />by the Board of Public Safety they could be empowered to enforce <br />on -street parking laws only. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the request as submitted by Mr. Vance <br />was approved. <br />APPROVE RIGHT-OF-WAY CERTIFICATION - LOGAN/HICKORY WIDENING <br />PROJECT <br />Mr. Leszczynski advised that as all property has been acquired <br />for the south leg of the above referred to project, a <br />Right -of -Way Certification has been prepared and submitted to the <br />Board at this time for approval, execution and forwarding to the <br />Indiana Department of Highways. He further stated that it is the <br />State's intent to bid this project in May. Therefore, upon a <br />motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, <br />the Certification as submitted was approved and executed. <br />AWARD BID - APPROXIMATELY NINETEEN (19) NEW MARKED POLICE <br />VEHICLES FOR THE 1987 POLICE AUTO FLEET <br />In a letter to the Board, Police Chief Charles T. Hurley advised <br />that after careful review of the bids received on February 10, <br />1987, for the above referred to vehicles, it is the <br />recommendation of the Police Department that the bid be awarded <br />to Jordan Ford, 609 E. Jefferson, Mishawaka, Indiana for <br />nineteen (19) Ford LTD Crown Victoria "S" four -door sedans at a <br />unit price of $11,615.49 or $220,694.31 total. It was noted that <br />the vehicles will be silver in color and per specifications. <br />The Police Department also recommends that the Board accept the <br />trade-in proposal offered by Jordan Ford of $13,700.00 for the <br />nineteen (19) vehicles offered as trade-ins. Acceptance of the <br />trade-in proposal would reduce the purchase price of the new <br />vehicles to $206,994.31. <br />Police Department Services Division Chief Ronald Marciniak <br />advised that the Department compared the two (2) bids received as <br />well as reviewing the possibility of purchasing vehicles through <br />the bid accepted and awarded by the State of Indiana. However, <br />in order to bring the State bid in line with the South Bend <br />Police Department's requirements and specifications, the total <br />cost would be over the bid amount submitted by Jordan Ford. <br />Additionally, a review of amounts received for used police <br />vehicles at the public auctions held in the past, revealed that <br />the trade-in proposal submitted by Jordan Ford was close in line <br />with the amounts received and therefore it is recommended that <br />the trade-in proposal also be accepted. <br />Therefore, upon a motion made by Mr. Vance, seconded by Mrs. <br />DeClercq and carried, the recommendation was accepted and the <br />bid, with trades, was awarded. <br />APPROVE REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE - 229 <br />SOUTH FRANCIS STREET <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division have reviewed the <br />above referred to request submitted to the Board on January 27, <br />1987 and recommend approval. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Vance and carried, the <br />recommendation was accepted and the request approved. <br />
