REGULAR MEETING FEBRUARY 17, 1987 <br />1 <br />APPROVE TITLE SHEET - POLICE EAST SECTOR BUILDING RECONSTRUCTION <br />PROJECT (126 NORTH NILES AVENUE) <br />Mr. Leszczynski advised that the Title Sheet for the above <br />referred to project was being presented at this time for <br />execution. Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Vance and carried, the above referred to Title Sheet was <br />approved and signed. <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SYCAMORE - <br />LA SALLE WALKWAY PROJECT <br />Mr. Leszczynski advised that on behalf of the Department of <br />Redevelopment, Mr. Michael P. Meeks, Director, Division of <br />Engineering, has requested that the Board advertise for the <br />receipt of bids for the above referred to project which entails <br />the construction of a pedestrian walkway between LaSalle Avenue & <br />Sycamore Street along the St. Joseph River. Upon a motion made <br />by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the <br />above request was approved. <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - POLICE EAST <br />SECTOR BUILDING RECONSTRUCTION PROJECT <br />In a letter to the Board, Mr. Michael P. Meeks, Director, <br />Division of Engineering, requested that the Board advertise for <br />the receipt of bids for the above referred to project which <br />entails the interior reconstruction including HVAC-Plumbing & <br />Electrical, Carpentry, Flooring & Decorating of the East Sector <br />Police Substation at 126 North Niles Avenue. Upon a motion made <br />by Mr. Leszczynski, seconded by Mr. Vance and carried, the above <br />request was approved. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF PROPOSALS TO <br />PRIVATIZE ON -STREET PARKING ENFORCEMENT AND PARKING GARAGE <br />OPERATIONS <br />Mr. Michael L. Vance, Director, Administration and Finance, <br />requested that the Board take steps to authorize the advertising <br />for contractual services concerning the parking garages and <br />on -site parking system of the City of South Bend. <br />He stated that it is the intent of the City to advertise for <br />proposals concerning the management and operation of the Colfax <br />and St. Joseph Street garages, and the operation of the on -street <br />parking system in the downtown area. He further stated that it <br />would be the City's intent to advertise these as a package to be <br />operated as a private business. <br />Mr. Vance advised that the City has recently done a review of the <br />parking enforcement and the garage operations jusu as it has <br />reviewed other operations such as the Studebaker Museum, the East <br />Race and the animal enforcement operation. Based on research <br />done by his staff and several approaches made by private <br />concerns, Mr. Vance stated that there does appear to be a <br />possibility that savings could be generated by privatizing these <br />two operations. It would be the intent of the City to review <br />proposals submitted to the Board of Public Works and discuss <br />those same proposals with the Common Council before making a <br />decision as to whether to continue public operations or to <br />privatize. <br />Mr. Vance informed the Board that the City has been looking at <br />this aspect for some time and has most recently included Mr. Ted <br />Latkowski who is the Manager of the Bureau of Parking. He <br />reminded members of the Board that parking in the downtown area <br />was revamped and standardized and the meter maids, which were <br />the parking enforcement mechanism utilized, were eliminated. Mr. <br />Vance further stated that parking enforcement is now being <br />handled by the Police Department. <br />
