REGULAR MEETING <br />MAY 2, 1988 <br />APPROVE REQUEST TO CLOSE THE 1400 BLOCKS OF CARROLL AND COLUMBIA <br />STREET IN CONJUNCTION WITH THE SOUTHEAST SIDE NEIGHBORHOOD <br />FESTIVAL- JUNE 11, 1988 <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to request submitted to <br />the Board on April 11, 1988 and recommend approval. Therefore, <br />upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the recommendation was accepted and the request <br />approved. <br />APPROVE REQUEST OF MEMORIAL HOSPITAL TO CONDUCT A "WALK WITH YOUR <br />DOC" - MAY 14, 1988 <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division have reviewed the <br />above referred to request which was submitted to the Board on <br />April 11, 1988 and recommend approval. It was noted, however, <br />that approval is recommended based on a new route submitted by <br />the sponsors for this event. On April 18, 1988, Mr. Chet Kolber, <br />Director, Security and Safety, Memorial Hospital, advised that <br />due to a potential conflict with the Annual River Run to be held <br />the same day as this event, the route was amended and the <br />sponsors now plan on walking the perimeter of the hospital twice <br />for a total distance of one (1) mile. The walk will originate at <br />PACE, go east on Bartlett to Michigan Street, south to Navarre, <br />west to Lafayette, north to Bartlett and east to Main Street. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the recommendation, based on the new <br />route, was accepted and the request approved. <br />APPROVE REQUEST TO CLOSE 2300-2400 BLOCK OF UNION AVENUE FOR <br />BLOCK PARTY AND TO CONDUCT FREE HORSE RIDES FOR NEIGHBORHOOD <br />CHILDREN - AUGUST 7, 1988 <br />Mr. Leszczynski informed the Board that the appropriate City <br />departments and bureaus have reviewed the above referred to <br />request submitted to the Board on April 18, 1988 and recommend <br />approval. It was noted that the City Attorney's office has <br />advised that a representative of the event shall be required to <br />sign an Indemnification and Hold Harmless Agreement. It was also <br />noted that the residents will be responsible for the clean-up <br />after the horse. Upon a motion made by Mr. Leszczynski, seconded <br />by Mrs. DeClercq and carried, the request as submitted was <br />approved. <br />DENY PETITION FOR TEMPORARY CLOSING OF 35TH STREET AT WASHINGTON <br />STREET <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division have reviewed the <br />above referred to Petition filed with the Board on April 25, 1988 <br />and recommend denial of the request. Denial was based on the <br />concern for access for police and fire protection and also due to <br />the fact that Jefferson Boulevard will be open in approximately <br />three (3) weeks and Logan Street will be open this summer. <br />Therefore, in the interest of public safety, Mr. Leszczynski made <br />a motion that the recommendation be approved and the Petition be <br />denied. Mrs. DeClercq seconded the motion and it carried. <br />APPROVE RECOMMENDATION TO PROPOSE A COUNTER OFFER TO OFFER TO <br />PURCHASE CITY -OWNED PROPERTY AT 2221 MEADE STREET <br />Mr. Leszczynski reminded Board members that on April 18, 1988, <br />the Board received an offer to purchase the above referred to <br />City -owned property from Mr. David C. Popielski of 1523 West <br />Sample Street, South Bend, Indiana, in the amount of $60.00. At <br />that time it was noted that the property had an appraisal value <br />of $355.00 and the matter was referred to the appropriate City <br />departments for review and recommendation. At this time, Mrs. <br />DeClercq recommended that the Board submit a counter offer to Mr. <br />
