REGULAR MEETING <br />APRIL 18, 1988 <br />appropriate City departments and bureaus for review and a <br />determination of whether or not the City need retain these lots <br />for any reason. <br />REQUEST TO CLOSE 2300-2400 BLOCK OF UNION AVENUE FOR BLOCK PARTY <br />AND TO CONDUCT FREE HORSE RIDES FOR NEIGHBORHOOD CHILDREN - <br />REFERRED <br />In a letter to the Board, Mr. Harold V. Miles, 2326 Union Avenue, <br />South Bend, Indiana, advised that the Union Avenue neighborhood <br />is planning their annual block party for Sunday, August 7, 1988. <br />Therefore, it is requested that the 2300-2400 blocks of Union <br />Avenue, between Solomon and MacArthur Streets, be closed between <br />the hours of 12:00 noon and 8:00 p.m. Additionally, Mr. Miles <br />requested permission to conduct free horse rides to the <br />neighborhood children. Upon a motion made by Mr. Leszczynski, <br />seconded by Mrs. DeClercq and carried, the request was referred <br />to the appropriate City departments and bureaus for review and <br />recommendation. <br />FILING OF APPLICATIONS FORBIDDER QUALIFICATION/CERTIFICATION <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys <br />and carried, the following applications for bidder qualification <br />and/or certification were accepted for filing and referred to the <br />appropriate City departments for review and recommendation: <br />1. DRC Corporation <br />1706 Corby Boulevard <br />P.O. Box 11082 <br />South Bend, Indiana <br />2. Lincoln National Life Insurance Company <br />Suite 610, St. Joseph Bank Building <br />P.O. Box 269 <br />South Bend, Indiana 46624-0269 <br />3. Benefit Consultants, Inc. <br />Fort Wayne Office <br />202 West Berry Street, Suite 620 <br />Fort Wayne, Indiana 46802 <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of sixty-five (65) properties cleaned from April 8, 1988 to <br />April 14, 1988 was submitted. Upon a motion made by Mrs. <br />DeClercq, seconded by Mr. Leszczynski and carried, the report as <br />submitted was filed. <br />APPROVE CLAIMS <br />Mr. Juan Manigault, Executive Director, St. Joseph County Job <br />Training Program submitted a list containing forty-one (41) <br />claims and recommended approval. Additionally, Chief Deputy <br />Controller John D. Leisenring, submitted Claim Docket No. 6686 <br />through Claim Docket No. 6867 and Claim Docket No. 6870 through <br />Claim Docket No. 7070 and recommended approval. Upon a motion <br />made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, <br />the claims were approved and the reports as submitted were filed. <br />PRIVILEGE OF THE FLOOR: <br />QUESTIONS REGARDING THE RE -OPENING OF SAMPLE STREET <br />Mr. James Wensits, Reporter, South Bend Tribune, inquired of Mr. <br />Leszczynski when Sample Street at Main will be re -opened after <br />being closed due to a collapse in the street. Mr. Leszczynski <br />stated that tests on the concrete were to be conducted this <br />
