-90 REGULAR MEETING APRIL 11, 1988 CERTIFIED AS MINORITY OWNED BUSINESS: 1. B & J Excavation, Inc. (Julius O'Neal, Jr.) QUALIFIED AS CITY BIDDERS: 1. Bradberry Brothers, Inc. 2. B & J Excavation, Inc. 3. Carl J. Reinke & Sons, Inc. 4. Coral Dodge East, Inc. Upon a motion made by Ms. Humphreys, seconded by Mrs. DeClercq and carried, the recommendation as submitted by Mr. Scott was accepted and the applications approved. APPROVE LICENSE APPLICATION — SECONDHAND DEALER Mrs. DeClercq stated that the Board is in receipt of one (1) application for a Secondhand Dealers license from the following: NAME: Parritt Wholesale & Retail Co. BY: Lee R. Welche ADDRESS: 420 Lincolnway West FOR THE PURPOSE OF SELLING: General merchandise, guns, gold, silver Mrs. DeClercq advised that recommendations have been received from the Bureau of Traffic and Lighting, Department of Code Enforcement, Police Department and Fire Department on the above applications. Therefore, upon a motion made by Ms. Humphreys, seconded by Mrs. DeClercq and carried, the application was approved and referred to the Deputy Controller's office for issuance of a license. APPROVE AGREEMENT FOR USE OF PUBLIC RIGHT-OF-WAY FOR FOOT RACES AND SIMILAR EVENTS - 1988 MOONLIGHT WALK AGAINST CRIME (APRIL Mrs. DeClercq stated that in accordance with the Board's approval of the above referred to request on March 14, 1988, the appropriate Agreement for Use of Public Right-of-way for Foot Races and Similar Events has been submitted for approval. It was noted that the required proof of payment to the Civil Defense and Weather Watch officers that will provide assistance with this event has been submitted with the executed Agreement. Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the Agreement as submitted was approved and executed. 11, 1988 REFERRED In a letter to the Board, Sara Webb Phillips, Christian Parish, 1412 South Carroll Street, advised that the Southeast Side Neighborhood a Neighborhood Festival on Saturday, June 11, June 12, 1988). Pastor, Broadway South Bend, Indiana would like to hold 1988 (raindate of Pastor Phillips therefore requested that the 1400 block of Carroll and Columbia Streets, between Broadway and Haney, be blocked off during the hours of the festival, 10:00 a.m. to 3:00 p.m., or if held on June 12th, between the hours of 12:30 p.m. to 5:00 p.m. She stated that the Broadway Christian Parish parking lot will be set up with booths and activities and the Gloria Dei Lutheran Church parking lot will be used for parking. Blocking these sections of streets would be a safety measure for those crossing the street to come to the festival. Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the above referred to request was referred to the appropriate City departments and bureaus for review and recommendation.
