REGULAR MEETING <br />MARCH 14, 1988 <br />APPROVE LICENSE APPLICATIONS - RUBBISH AND GARBAGE <br />Mr. Leszczynski advised that the following two (2) Rubbish and <br />Garbage license applications have been received: <br />1. Tommy Swinson <br />615 Wenger St., S.B. <br />2. Willie J. Alsanders, Sr. <br />3719 W. Jefferson, S.B. <br />It was noted that inspections of the trucks to be used have been <br />conducted by the Solid Waste Bureau and both applicants were <br />found to be in compliance. Upon a motion made by Mr. <br />Leszczynski, seconded by Mrs. DeClercq and carried, the above <br />license applications were approved and referred to the Deputy <br />Controller's office for issuance of licenses. <br />APPROVE TITLE SHEET <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the Title Sheet for sanitary and storm sewer and <br />water in Kensington Farms East, P.U.D. Section 3, Unit 11, <br />as submitted to the Board was approved and signed. <br />APPROVE EXCAVATION BOND <br />Mr. Melvin Humphrey, Engineering Department, recommended that the <br />Excavation Bond for Torok Excavation, Inc. be approved effective <br />March 14, 1988. Upon a motion made by Mr. Leszczynski, seconded <br />by Mrs. DeClercq and carried, the above referred to Excavation <br />Bond was approved. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of twenty-nine (29) properties cleaned from March 4, 1988 <br />to March 10, 1988, was submitted. Upon a motion made by Mrs. <br />DeClercq, seconded by Mr. Leszczynski and carried, the report as <br />submitted was filed. <br />PRIVILEGE OF THE FLOOR: <br />UESTIONS AN] <br />GENERAL <br />CERNS REGARDING LATE CHAR <br />R - STANLEY COVELESKI REG <br />S ASSESSED AGAINST <br />STADIUM <br />Mr. James Wensits, Reporter, South Bend Tribune, inquired of Mr. <br />Leszczynski the final cost assessed to the general contractor for <br />late charges in regards to the stadium project. Mr. Leszczynski <br />advised that the amount assessed was determined to be <br />$15,000.00. He explained that the review of this matter was a <br />lengthy process with various factors taken into consideration <br />with the final determination being the assessment of $15,000.00 <br />in late charges. <br />Mr. Wensits further inquired who made the final decision on the <br />amount of late charges assessed. Mr. Leszczynski advised that it <br />was his responsibility but that the Mayor and the Legal <br />Department were also involved in this decision. <br />Mr. Wensits stated that the estimated late charge previously <br />stated was $64,000.00. He further stated that there was never <br />any indication that that amount could be cut by one quarter. Mr. <br />Wensits indicated that in November of 1987, Mayor Roger Parent, <br />stated that $64,000.00 was the amount which would be assessed. <br />1 <br />
