REGULAR MEETING <br />MARCH 14, 1988 <br />LIM <br />1 <br />1 <br />I <br />Mr. Leszczynski explained to Mr. Wensits that Mayor Roger Parent <br />knew before he left office that that amount was only an estimate <br />and that that figure was the maximum amount that could be <br />assessed. He further explained that considerations such as <br />delays caused by other than construction were looked at in <br />finalizing this amount. Those considerations brought the amount <br />down to $15,000.00 or about thirty (30) days delay. <br />INFORMATION REGARDING PAINTING OF HOUSE NUMBERS ON PUBLIC <br />RIGHT-OF-WAY <br />Mrs. DeClercq, Director, Department of Code Enforcement, reminded <br />members of the Board and the news media that some time ago a <br />group of individuals were conducting a business in South Bend <br />which consisted of painting house numbers on curbs for a fee. <br />That company left town after requesting permission from the City <br />to conduct said business and being unable to comply with the <br />restrictions set forth with the approval. <br />Mrs. DeClercq stated that apparently another business has come to <br />town and is using the same technique as used by the prior group <br />of individuals which consists of taping a message on the doors of <br />residences stating that there is a $5.00 charge for the service <br />of painting house numbers on the curb in front of said <br />residence. She further stated that the message on this form is a <br />bit more forceful than the message utilized by the prior <br />operation. Mrs. DeClercq advised that it has come to the <br />attention of the City that in one instance the company painted <br />the wrong house number on the curb. She stated that the name <br />given on the message indicates that the business is being <br />operated by J.P. Luck. She advised that the business is <br />operating without approval by the Board of Public Works and the <br />City will continue to look for these individuals to inform them <br />that they must secure approval by the Board before proceeding <br />further. <br />Board Attorney Thomas Bodnar advised that the City is in no way <br />endorsing what this company is doing with house numbers and that <br />the City had no prior knowledge. He further advised that this <br />Company has not consulted with the City regarding this matter. <br />Mr. Bodnar indicated that if these individuals make any represen- <br />tations to any homeonwer regarding the City's endorsement of this <br />service, the Board strongly denies that statement. He further <br />stated that he would recommend to homeowners that they ask the <br />individual performing the work to show them proof of insurance <br />before they hire them. He stated that putting the wrong house <br />address on the curb could result in delays in receiving police <br />and ambulance service. <br />ADJOURNMENT <br />There being no further business to come before the Board, upon a <br />motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and <br />carried, the meeting adjourned at 9:52 a.m. <br />ATT T: <br />Sandra M.
