Board Attorney Jenny Pitts Manier noted that the <br />request of the National Organization of Women is precautionary on <br />their part as the main rally will be held on the courthouse steps <br />with any spill -over to occupy the sidewalk. Upon a motion made <br />by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the <br />recommendation was accepted and the requests approved. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the following four (4) traffic control devices were <br />approved: <br />1. NEW INSTALLATION: No Parking Tow Zone <br />LOCATION: 508 Lindsey <br />REMARKS: Keep traffic flowing at the <br />Portage/California/Lindsey <br />intersection <br />2. REVISED TO: No Parking - Add Tow Zone <br />LOCATION: Blaine at Portage - 50' South of <br />Portage <br />3. REVISED TO: <br />LOCATION: <br />REMARKS: <br />4. REMOVAL OF: <br />REVISED TO: <br />LOCATION: <br />REMARKS: <br />Tow Zone <br />Helmen Court - both sides are <br />NO PARKING <br />South Bend Police Department <br />request tow zone plaque <br />One Way traffic <br />Two Way traffic <br />Franklin Street - Sample to Garst <br />Welfare office has moved <br />Mr. Leszczynski noted that the first two (2) traffic control <br />devices are in conjunction with new traffic signalization at that <br />location. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of thirty-four (34) properties cleaned from October 16, <br />1989 to October 18, 1989, was submitted. Upon a motion made by <br />Mrs. DeClercq, seconded by Ms. Humphreys and carried, the report <br />as submitted was filed. <br />APPROVE CLAIMS <br />Mr. Juan Manigault, Executive Director, Employment Training <br />Services of St. Joseph County, submitted a list containing one <br />hundred six (106) claims, Chief Deputy Controller John D. <br />Leisenring submitted Claim Docket No. 15869 through Claim Docket <br />No. 16059 and Voucher Nos. 841-887 for the Bureau of Wastewater, <br />Voucher Nos. 650-683 for the Bureau of Sewers and Voucher No. 60 <br />for the Bureau of Solid Waste were submitted for approval. Upon <br />a motion made by Ms. Humphreys, seconded by Mrs. DeClercq and <br />carried, the claims and vouchers were approved and the reports as <br />submitted were filed. <br />QUESTION REGARDING ODOR FROM THE WASTEWATER TREATMENT PLANT <br />A news reporter from U93-FM Radio informed the Board that the <br />radio station has received calls from individuals regarding the <br />
