327 <br />REGULAR MEETING <br />OCTOBER 30, 1989 <br />Ms. Humphreys and carried, the Irrevocable Standby Letter of <br />Credit as submitted was accepted and approved. <br />PETITION FOR THE ESTABLISHMENT OF RESTRICTED RESIDENTIAL PARKING <br />ZONES IN THE 500-700 BLOCKS OF EAST EWING AVENUE AND THE 2300 <br />BLOCK OF ERSKINE - REFERRED <br />Submitted to the Board was a Petition for the Establishment of <br />Restricted Residential Parking Zones in the 500-700 blocks of <br />East Ewing and the 2300 block of Erskine. Upon a motion made by <br />Mr. Leszczynski, seconded by Ms. Humphreys and carried, the <br />Petition was referred to the Bureau of Traffic and Lighting in <br />order that the appropriate traffic study can be conducted. <br />PETITION FOR THE RE-EVALUATION OF STREET LIGHTING IN THE 700 <br />BLOCK OF HARRISON AVENUE - REFERRED <br />Mr. Paul Rohleder, 722 Harrison Avenue, South Bend, Indiana, <br />submitted to the Board a Petition containing thirty-six (36) <br />signatures of residents of the 700 block of Harrison Avenue <br />requesting that the City re-evaluate the street lighting in the <br />700 block of Harrison Avenue. Mr. Rohleder noted that there are <br />some vacant houses on Harrison Avenue that apparently cannot be <br />rented perhaps due to the lack of adequate street lighting in the <br />area. <br />Mr. Rohleder informed the Board that there are only two (2) <br />street lights in the 700 block of Harrison Avenue with one (1) of <br />those lights being located on the southeast corner of Harrison <br />and Van Buren which mainly services the 600 block of Harrison <br />and the intersection. <br />Mr. Rohleder stated that it has come to his attention that <br />additional street lights have been installed on Cottage Grove as <br />recently as 1980. Therefore, the -residents of the 700 block of <br />Harrison Avenue feel they should have added street lighting. Mr. <br />Rohleder further stated that the reason that this matter of <br />additional street lighting is being pursued at this time is <br />because several assaults have taken place in the neighborhood and <br />cars have been broken into because the street is so dark. Mr. <br />Rohleder informed the Board that he keeps his post and porch <br />lights on during the night and other residents of the block do <br />the same and he does not think it is right to have to take such <br />action in order to light the neighborhood. <br />First District Councilman Stephen Luecke was present and advised <br />the Board that he supports the request of the residents of <br />Harrison Avenue for additional lighting. He noted that nearby <br />streets do have more street lighting than Harrison Avenue and the <br />installation of more street lights would be a positive step in <br />improving the area. Mr. Luecke noted that the low level of <br />lighting that was acceptable in the past, on Harrison Avenue and <br />other older neighborhoods, is not acceptable now and is a concern <br />to the residents for the safety of their neighborhood. <br />Mr. Luecke further stated that perhaps the City could look into <br />getting back into the tree trimming program which would better <br />utilize the street lighting that is available. In conclusion, <br />Councilman Luecke requested the Board's favorable consideration <br />of the Petition. <br />Councilperson Loretta Duda was also present and advised the Board <br />that she echoes Councilman Luecke's statements and would further <br />like to request that the administration consider tree trimming <br />She noted that perhaps there is some type of program that could <br />be shared with the City and possibly utilizing the Park <br />Department. She also noted that instead of erecting additional <br />lighting that maybe a higher wattage bulb would make more <br />
