Upon a motion made <br />by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the <br />Certificate of Substantial Completion as submitted was approved <br />and executed. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - EMPLOYMENT <br />AND TRAINING SERVICES CENTREX COMPATIBLE TELEPHONE SYSTEM <br />In a letter to the Board, Mr. Juan A. Manigault, Executive <br />Director, Employment & Training Services of St. Joseph County, <br />115 North William Street, South Bend, Indiana, advised that ETS, <br />formerly the St. Joseph County Job Training Program, is a unit of <br />local government created through an Inter -Local Agreement between <br />the cities of South Bend, Mishawaka and St. Joseph County. The <br />procurement policies require that any purchases over $25,000.00 <br />are to be advertised through the Board of Public Works. <br />Therefore, Mr. Manigault requested that the Board advertise for <br />the receipt of bids for the purchase of a Centrex compatible <br />telephone system for ETS. Upon a motion made by Mrs. DeClercq, <br />seconded by Ms. Humphreys and carried, the request was approved. <br />REQUEST OF UNITED COMMUNITY AGAINST DRUG AN <br />CONDUCT MARCH - OCTOB_ER 27, 1989 - REFERRED <br />In a lette <br />Organizer, <br />(UCADAA), <br />of October <br />Week. The <br />drugs and <br />ALCOHOL ABUSE TO <br />r to the Board, Ms. Gladys Muhammad, Community <br />United Community Against Drug and Alcohol Abuse <br />914 L.W.W., South Bend, Indiana, advised that the week <br />22-29, 1989 has been designated as National Red Ribbon <br />Red Ribbon is the symbol to reduce the demands for <br />to work toward a drug free America. <br />Ms. Muhammad stated that members of the UCADAA are planning a <br />March to show their support for the Red Ribbon campaign and that <br />a Michiana Community Red Ribbon Rally Day March has been <br />scheduled for Friday, October 27, 1989. The March will assemble <br />on the front lawn and sidewalk at the Colfax Cultural Center at <br />914 Lincolnway East at 10:00 a.m. with the March beginning at <br />11:00 a.m. Marchers will proceed on the south side of L.W.W. to <br />William Street, turn right on William and walk to the Stanley <br />Coveleski Stadium for a program beginning at 12:00 noon. <br />Mr. Leszczynski made a motion that the March request be referred <br />to the appropriate City departments and bureaus for review and <br />recommendation. Mrs. DeClercq seconded the motion which carried. <br />APPROVE TITLE SHEET - SANITARY S <br />52200 US 31 NORTH) <br />CO BELL RESTAURANT - <br />Mr. Leszczynski advised that the Title Sheet for the above <br />referred to project was being presented at this time for <br />execution. Upon a motion made by Mr. Leszczynski, seconded by <br />Ms. Humphreys and carried, the Title Sheet was approved and <br />signed. <br />APPROVE AND/OR RELEASE CONTRACTORS BONDS <br />Mr. Michael P.
