305 <br />REGULAR MEETING <br />OCTOBER 9, 1989 <br />APPROVE LEASE PURCHASE TRANSACTION SUMMARY - MNC LEASING <br />CORPORATION (TWELVE (12) LEAF VACUUMS) <br />Mr. Steve White, City Auditor/Investment Officer, submitted to <br />the Board a Lease Purchase Transaction Summary and recommended <br />the award of the Lease/Purchase for the twelve (12) leaf loaders <br />with boxes to MNC Leasing Corporation, Nottingham Centre,-502 <br />Washington Avenue, Towson, MD. Mr. Leszczynski noted that MNC <br />bid 8.15% interest with semi-annual payments of $39,800.65 for <br />three (3) years for a total cost of $238,803.90. <br />Board Attorney Jenny Pitts Manier noted that one (1) modification <br />was made to the Transaction Summary and that its approval should <br />be subject to the modification that has been noted. She advised <br />that the Transaction Summary originally indicated a pledge of <br />surcharge fees in the Releaf fund. Ms. Manier stated that the <br />money placed in that fund will be used for a number of items so <br />therefore it cannot be pledged as stated. <br />Mrs. DeClercq made a motion that the recommendation be accepted, <br />that the bid of MNC Leasing Corporation be awarded and the <br />Transaction Summary be approved subject to the modification as <br />noted by Ms. Manier. Ms. Humphreys seconded the motion which <br />carried. <br />In response to questions from the news media, Mr. Leszczynski <br />advised that twelve (12) leaf vacuums have been ordered. Partial <br />delivery is expected in the next few days with the remaining <br />vacuums to be delivered next week. <br />APPROVE RELEASE OF ALL CLAIMS <br />Submitted to the Board was a Release of All Claims form from the <br />Greatway Insurance Company of Sheboygan, Wisconsin on behalf of <br />their client Mr. Robert Knarr, 1327 East Ewaing, in regards to <br />damage to City property which occurred on March 31, 1989 at or <br />near the intersection of Miami and Calvert Streets. Mr. <br />Leszczynski noted that the City has received a payment of $808.41 <br />for damages incurred. Mrs. DeClercq made a motion that the <br />Release of Claims form be approved and executed. Ms. Humphreys <br />seconded the motion which carried. <br />APPROVE RAILROAD AGREEMENTS - STATE OF INDIANA BY AND THROUGH THE <br />INDIANA DEPARTMENT OF TRANSPORTATION <br />- RECONSTRUCTION OF THE 1300 RIVERSIDE CROSSING (CONRAIL) <br />- RECONSTRUCTION OF THE 500 S. GREENLAWN CROSSING (GTW RAILROAD) <br />Mr. R.E. Wheeler, Area Engineer, Division of Local Assistance, <br />State of Indiana, Indiana Department of Highways, 100 North <br />Senate Avenue, Room 1101, State Office Building, Indianapolis, <br />Indiana, submitted Railroad Agreements between the City of South <br />Bend and the State of Indiana, acting by and through the Indiana <br />Department of Transportation for reconstruction projects at the <br />above referred to locations. <br />Mr. Leszczynski advised that <br />standard Agreements with the <br />proceed. Meeks, Director, Division of Engineering, <br />submitted to the Board a Certificate of Substantial Completion <br />for the St. Joseph/Wayne Parking Facility. It is noted that the <br />Certificate has been executed by Walker Parking Consultants/ <br />
