307 <br />REGULAR MEETING OCTOBER 9, 1989 <br />FILING OF HUMANE SOCIETY MONTHLY REPORT - SEPTEMBER <br />Mr. Leszczynski advised that the Humane Society of St. Joseph <br />County, IN, Inc. has submitted the monthly report for September <br />indicating the types and numbers of animals handled for the City <br />of South Bend. Upon a motion made by Mrs. DeClercq, seconded by <br />Ms. Humphreys and carried, the report as submitted was accepted <br />for filing. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of seventy-one (71) properties cleaned from September 25, <br />1989 to September 29, 1989, was submitted. Upon a motion made by <br />Mrs. DeClercq, seconded by Ms. Humphreys and carried, the report <br />as submitted was filed. <br />APPROVE TRAFFIC CONTROL DEVICE <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys <br />and carried, the following one (1) traffic control device was <br />approved: <br />1. NEW INSTALLATION: 1 Hour Parking - 6 A.M. to 6 P.M. <br />LOCATION: 118 North Walnut Street <br />REMARKS: Dr. Butts' office <br />APPROVE CLAIMS <br />Chief Deputy City Controller John D. Leisenring submitted Claim <br />Docket No. 14935 through Claim Docket No. 15164 and recommended <br />approval. Upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the claims were approved and the report <br />filed. <br />PRIVILEGE OF THE FLOOR <br />COMMENTS R <br />TWELVE (12 <br />Mr. Thomas <br />Suite 811, <br />Board. <br />;GARDING AWARD OF BID TO BROWN <br />COMPANY FOR <br />LEAF VACUUMS <br />S. Botkin, Attorney at Law, 108 North Main Street, <br />South Bend, Indiana, was present and addressed the <br />Mr. Botkin stated that he represents Best Equipment Company, <br />Inc., 2804 North Catherwood, Indianapolis, Indiana. He informed <br />the Board that Best Equipment did submit a bid on July 31, 1989, <br />for twelve (12) leaf vacuums which the City was purchasing and <br />that they were very upset to lose the bid. He noted that Best <br />Equipment has done business with the City for a number of years <br />and has most recently conducted a seminar for City employees on <br />the use of street cleaning equipment. <br />Mr. Botkin advised that on the leaf vacuum project, Best <br />Equipment did consult with the City regarding this bid and that <br />on the requirement of a 2080 hour warranty, Best Equipment went <br />way out of its way to get the manufacturer to extend the warranty <br />as requested in the specifications. Mr. Botkin noted that Best <br />Equipment lost the bid for reasons that they don't understand and <br />it is very disheartening to a company that goes out of its way to <br />lose a bid and not know why. Mr. Botkin asked that the City <br />advise Best Equipment of the reason they lost the bid in order to <br />avoid this type of circumstance in the future. <br />Mr. Leszczynski advised Mr. Botkin that the City did inform Best <br />Equipment of the reason why their bid was not selected. Mr. <br />
