Also, <br />changing parking would reduce the number of spaces by <br />approximately four (4) per block and access by traffic to parking <br />spaces would be limited to one (1) side. <br />Additionally, Ms. Ann Kolata, Deputy Executive Director, <br />Department of Economic Development, advised that the Department <br />has reviewed the matter and has discussed it with the Center City <br />Associates merchant group. She noted that the merchant group <br />unanimously recommended keeping the parking as it is based on the <br />fact that there has not been a significant safety problem with <br />the parking as it currently exists and that there would be a <br />traffic problem if the spaces were changed from perpendicular to <br />angled. <br />Therefore, Mrs. DeClercq made a motion that the recommendations <br />be accepted and the Petition be denied. Ms. Humphreys seconded <br />the motion which carried. <br />Mr. Ralph Johnson, 734 North Cushing Street, South Bend, Indiana, <br />was present and advised the Board that he circulated the Petition <br />in order to get safer angle parking. He stated that nine (9) out <br />of ten (10) individuals he talked to were in favor of the <br />change. He noted that all banks and financial institutions, <br />except lst Source who advised that they would defer to the <br />decision of Center City Associates, were in favor of the change. <br />Mr. Johnson stated that Center City Associates does not speak for <br />all the merchants and that only a small percentage of the <br />merchants belong to that group. <br />Mr. Johnson noted that motorcycles could utilize smaller spaces <br />provided on the ends of the block and the removal of the brick <br />work would provide an additional twelve (12) spaces. <br />Mr. Johnson informed the Board that the South Bend Older Adults <br />Council were in favor of the angle parking and that Councilmen <br />Loretta Duda and Linas Slavinskas advised that they were also in <br />favor of angle parking downtown. Mr. Johnson also read letters <br />from two (2) downtown merchants, Mr. Knight of Van Horne Jewelers <br />and Mr. Doug Kline of Power Drugs, indicating their support of <br />safer angle parking. <br />Mr. Johnson concluded his statements by indicating that safety is <br />more important than convenience. <br />APPROVE REQUEST OF CITY AWNING TO INSTALL CANOPY AT EDWARDO'S <br />RESTAURANT AT THE CORNER OF WAYNE AND MICHIGAN STREETS <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to request which was <br />submitted to the Board on July 10, 1989, and approval is <br />recommended at this time. It was noted that Mr. Jack Mathews, <br />Building Commissioner, has requested installation details from <br />City Awning and that Board Attorney Jenny Pitts-Manier has <br />prepared the appropriate Indemnification and Hold Harmless <br />Agreement. Therefore, Mrs. DeClercq made a motion that the <br />request be approved. Ms. Humphreys seconded the motion which <br />carried. <br />DENY REQUEST TO PURCHASE CITY -OWNED PROPERTY AT THE N.E. CORNER <br />OF CHAPIN AND WESTERN AVENUE <br />Mr. Leszczynski noted that the appropriate City departments and <br />bureaus have reviewed the above referred to request which was <br />submitted to the Board on June 12, 1989, and denial is <br />recommended. Mr. Leszczynski advised that the Department of <br />Economic Development has recommended denial and advised that the <br />West Washington Chapin Revitalization Project, Inc., wishes to <br />have the West Washington Chapin Development Area boundary changed <br />
