97 <br />REGULAR MEETING APRIL 10, 1989 <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, advised that she has reviewed this request and as <br />this is not the type of event for which the Board has granted a <br />closure of a street in the past and as it appears that this <br />closure is for a private estate auction, she recommends denial of <br />the request. Mrs. DeClercq stated that the Board typically <br />grants street closures for neighborhood block parties in which <br />the entire neighborhood participates as well as for other events <br />sponsored by not -for -profit organizations. `.Therefore, upon a <br />motion made by Mrs. DeClercq, seconded by Ms. Humphreys and <br />carried, the recommendation was accepted and the request denied. <br />ACCEPT GIFT OF PROPERTY - PARCEL LOCATED ON THE WEST SIDE OF THE <br />ST. JOSEPH RIVER AT THE N.E. CORNER OF CLEVELAND AND RIVERSIDE <br />DRIVE , <br />Mr. Leszczynski stated that the City has been advised that an <br />individual would like to give to the City a gift of some property <br />located north of the Wastewater Treatment Plant. He stated that <br />this matter has been reviewed by various City departments and <br />bureaus and it is recommended that the City accept the gift of <br />the property. <br />It was noted that Attorney Charles Roemer, Roemer & Mintz, 1400 <br />Trustcorp Building, South Bend, Indiana, by letter, advised the <br />Board that the law firm of Roemer and Mintz represents Ms. Grace <br />Newrock and her recently deceased mother, Hattie F. Newrock. <br />Mrs. Hattie Newrock died last November and is survived by Grace <br />a I s her sole heir. <br />At the time of her death, Mrs. Hattie Newrock's only asset was an <br />ownership interest in a parcel of land located on the west side <br />of the St. Joseph River at the northeast corner of Cleveland Road <br />and Riverside Drive. Ms. Grace Newrock would like to donate <br />Hattie Newrock's interest in the real estate to the City of South <br />Bend by signing a Quit -Claim Deed transferring the parcel. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the recommendation to accept the property <br />was approved. <br />REQUEST OF POLICE DEPARTMENT TO OFFER FOR SALE OBSOLETE COMPUTER <br />SYSTEM - REFERRED <br />In a letter to the Board, Police Chief Ronald G. Marciniak and <br />Services Division Chief Joel H. Wolvos, advised that the Police <br />Department is requesting permission to dispose of the Hewlett <br />Packard Computer System by sale to the highest bidder. The H-P <br />computer hardware is obsolete to the needs of the Police <br />Department and is no longer needed. Mr. Leszczynski advised that <br />this equipment has been replaced by the computer aided dispatch <br />system. Mrs. DeClercq made a motion that the request be <br />granted. However, as it was determined that this matter should <br />be referred to the Legal Department for review and recommendation <br />regarding the proper procedure for the disposal of this <br />equipment, Mrs. DeClercq amended her motion that the request be <br />referred to the Legal Department for review and recommendation. <br />Ms. Humphreys seconded the motion and it carried. <br />APPROVE REQUEST OF FIRE DEPARTMENT TO ADVERTISE FOR THE RECEIPT <br />OF PROPOSALS FOR DEBT COLLECTION SERVICES FOR PAST DUE AMBULANCE <br />ACCOUNTS FOR 1989 <br />In a letter to the Board, Fire Chief Luther Taylor advised that <br />the Fire Department E.M.S. Division utilizes the services of a <br />collection agency for past due ambulance accounts. Therefore, he <br />is requesting that the Board solicit Proposals for debt <br />collection services for past due ambulance accounts for the year <br />1989. Upon a motion made by Mrs. DeClercq, seconded'by Ms. <br />Humphreys and carried, the request was approved. <br />
