She noted that the City provides fire alarm <br />assistance to the University and when necessary, the University, <br />provides their assistance to the City. <br />The Contract, for the period January 1, 1989 through December 31, <br />1989, indicates that the University shall pay the City the sum of <br />one hundred thirty-five dollars ($135.00) per month as a service <br />fee for the term of the Contract. <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the Contract as submitted was approved and executed. <br />APPROVE CONTRACT FOR CONSULTING SERVICES —PURCHASING FEASIBILITY <br />STUDY (DAVID L. SYPNIEWSKI) <br />Ms. Katherine Humphreys, Director, Administration and Finance, <br />submitted to the Board for approval a Contract for Consulting <br />Services between the City and Mr. David L. Sypniewski whereby Mr. <br />Sypniewski will conduct a study on consolidating purchasing <br />services. Ms. Humphreys noted that the Consultant will be paid <br />on a per hour basis with the maximum amount of -hours set by the <br />Contract. Therefore, upon a motion made by Ms. Humphreys, <br />seconded by Mrs. DeClercq and carried, the Contract as submitted <br />was approved and executed. <br />APPROVE AGREEMENTS FOR FINANCIAL ADVISOR SERVICES - SPRINGSTED, <br />INC. <br />Ms. Katherine Humphreys, Director, Administration and Finance, <br />submitted to the Board three (3) separate Agreements with <br />Springsted, Inc., Public Finance Advisors, 251 North Illinois <br />Street, Indianapolis, Indiana, who is the financial advisor that <br />the City has worked with on short and long terms bond issues. <br />Ms. Humphreys stated that one (1) of the Agreements is for the <br />1989 Tax Anticipation Time Warrants, First Series 1989, which <br />matter is before the Common Council tonight for first reading, <br />one (1) is for the 1988 Tax Anticipation Time Warrants, Second <br />Series 1988 and the third Agreement is for the financial services <br />provided for the 1989 Bonds issued for the Wastewater Treatment <br />Plant Improvements Project. Therefore, Ms. Humphreys made a <br />motion that the Agreements as submitted be approved. Mrs. <br />DeClercq seconded the motion and it carried. <br />APPROVE RECOMMENDATION TO REJECT PROPOSALS FOR TOWING OF <br />ABANDONED VEHICLES <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, advised the Board that the Department has reviewed <br />the Proposals received on January 3, 1989 for the towing of <br />abandoned vehicles and recommends at this time that the Proposals <br />received be rejected. Mrs. DeClercq, therefore, made a motion <br />that the Proposals previously received be rejected. Ms. <br />Humphreys seconded the motion and it carried. <br />REQUEST OF STUDEBAKER NATIONAL MUSEUM TO PLACE APPROXIMATELY <br />TWENTY (20) PATHFINDER SIGNS TO THE MUSEUM - REFERRED <br />In a letter to the Board, Mr. Thomas E. Brubaker, Executive <br />Director, Studebaker National Museum, 120 South St. Joseph <br />Street, South Bend, Indiana, advised that on behalf of the <br />Museum, he is seeking permission to erect museum signage <br />(pathfinder signs) to direct and attract visitors to the museum. <br />Mr. Brubaker advised that the following twenty (20) locations <br />have been selected for the placement of the signs: <br />1. Portage North (2 signs) <br />2. Michigan North (2 signs) <br />3. Michigan South (2 signs) <br />4. Downtown (4 signs) <br />
