4 9 <br />REGULAR MEETING JANUARY 30, 1989 <br />The Agreement, for the period January 1, 1989 to and including <br />December 31, 1989 indicates that the City will be paid a total <br />amount not to exceed fifty-two thousand dollars ($52,000.00) for <br />the term of the Agreement. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the Agreement as submitted was approved <br />and executed. <br />APPROVE MEMORANDUM OF UNDERSTANDING - SOUTH BEND HOUSING <br />AUTHORITY/CITY OF SOUTH BEND <br />Mr. Ted Leverman, Assistant Director, Bureau of Housing, advised <br />that the Bureau is again seeking the approval of the Board on a <br />Memorandum of Understanding between the South Bend Housing <br />Authority and the City in connection with the Rental <br />Rehabilitation Program. The South Bend Housing Authority <br />provides vouchers or certificates to eligible tenants in the <br />rehabilitation program. <br />Board Attorney Marva Leonard -Dent advised that this type of <br />Memorandum of Understanding has been submitted to the Board in <br />the past for approval. <br />Mr. Leverman noted that the Memorandum is being submitted to the <br />Department of Housing and Urban Development in conjunction with <br />their application for the $80,000.00 which has been allocated to <br />South Bend for fiscal year 1989. The Memorandum of Understanding <br />is a federal requirement of the Rental Rehabilitation Program as <br />stated in the Federal Register. <br />The Rental Rehabilitation Program provides incentives to <br />investors to rehabilitate their properties by offering deferred <br />loans at 0% interest for up to fifty per cent (50%) of the rehab <br />cost. Tenants displaced by rehabilitation activities are <br />screened to determine their eligibility for a Section 8 Housing <br />Voucher. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the Memorandum of Understanding as <br />submitted was approved and executed. <br />REQUEST OF SOUTH BEND SYMPHONY FOR ASSISTANCE WITH YOUTH CONCERTS <br />TO BE HELD AT THE MORRIS CIVIC AUDITORIUM - APRIL 27-18, 1989 - <br />REFERRED <br />Ms. Milana Tomec, Transportation Committee, South Bend Symphony, <br />50650 Tarrington Way, Granger, Indiana, on behalf of the South <br />Bend Symphony Youth Concerts Program, requested assistance in the <br />parking of school buses and moving the children to and from the <br />Morris Civic Auditorium on April 27-28, 1989 Ms. Tomec further <br />advised that she has contacted Center City Associates and has <br />asked for permission to utilize the Shoppers Park Free lot for <br />the parking of the buses on those dates. Therefore, upon a <br />motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and <br />carried, the request was referred to the Bureau of Traffic and <br />Lighting and the Police Department Traffic Division for review <br />and recommendation. <br />APPROVE INDIANA DEPARTMENT OF HIGHWAYS TRAFFIC CONTROL <br />IMPROVEMENTS <br />Mr. Michael P. Meeks, Director, Division of Engineering, advised <br />that during review of the school crossing program, no turn on <br />reds were established at two (2) state controlled intersections. <br />Submitted by the State is the necessary paperwork for the Indiana <br />Department of Highways for Official Action.
