<br />Inc., (CoPosh) has acquired and renovated the site of the former
<br />Gilbert's building for use as a homeless shelter and
<br />multi -service center. To support the development of this center,
<br />the City of South Bend appropriated $53,000.00 from two (2)
<br />Grants received from the Department of Housing and Urban
<br />Development Emergency Shelter Grant Program. CoPosh must show
<br />evidence of an additional $53,000.00 used for renovation of the
<br />shelter. To date, approximately $400,000.00 has been spent on
<br />the renovation. Therefore, submitted to the Board today is a
<br />contract with CoPosh in the amount of $53,000.00. Upon a motion
<br />made by Ms. Humphreys, seconded by Mrs. DeClercq and carried, the
<br />Agreement as submitted was approved and executed.
<br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF
<br />ABANDONED VEHICLES
<br />Mrs. Patricia E. DeClercq, Director, Department of Code
<br />Enforcement, requested permission to advertise for the sale of
<br />approximately forty-two (42) abandoned vehicles, which are being
<br />stored at South Bend Auto Parts storage lot located at 218 South
<br />Grant Street, South Bend, Indiana. It was noted that all
<br />vehicles have been stored more than fifteen (15) days,
<br />identification checks had been run for auto theft and the owners
<br />and lienholder notified. Upon a motion made by Mrs. DeClercq,
<br />seconded by Ms. Humphreys and carried, the above request was
<br />approved and a date of January 30, 1989, was established for the
<br />receiving and opening of sealed bids.
<br />APPROVE RESOLUTION FORM - TRUSTCORP BANK (SAFE DEPOSIT VAULT)
<br />In a letter to the Board, Mr. John E. Leszczynski, Director,
<br />Public Works, advised that the Engineering Department has a
<br />safety deposit box which stores microfilm and other important
<br />items. It has come to his attention that the names on the box
<br />need to be updated and therefore he submitted a Resolution form
<br />from Trustcorp Bank, P.O. Box 6, South Bend, Indiana, for Board
<br />approval and execution. The Resolution Form certifies that Mr.
<br />John E. Leszczynski and Mr. Michael P. Meeks, of the Department
<br />of Public Works, are empowered and directed to rent a safe in the
<br />safe deposit vault of Trustcorp Bank, South Bend, Indiana and
<br />have right of access. Upon a motion made by Ms. Humphreys,
<br />seconded by Mrs. DeClercq and carried, the Resolution Form as
<br />submitted was approved and executed.
<br />APPROVE CONTRACT FOR GAS SERVICE AT MUNICIPAL SERVICES FACILITY
<br />Mr. John E. Leszczynski, Director, Public Works, submitted to the
<br />Board a Contract for gas service with the Northern Indiana Public
<br />Service Company for service at the Municipal Services Facility.
<br />He advised that due to a recent rate increase at NIPSCO, Mr.
<br />William Penn has been reviewing different options for providing
<br />natural gas to heat and operate the Municipal Services Facility.
<br />Based on his discussions, it is advantageous for the City to
<br />contract under rate schedule #325 for uninterruptible gas
<br />service. This new rate, based on 1988 consumption figures,
<br />should result in a reduction in the gas bill of approximately
<br />$1,800.00. Therefore, Mr. Leszczynski recommended that the Board
<br />approve the new rate schedule. The Contract indicates that
<br />NIPSCO shall begin to supply gas service about January 14, 1989
<br />and the Contract shall continue in effect for an initial term
<br />ending January 12, 1990 and from year to year thereafter unless
<br />cancelled. Upon a motion made by Ms. Humphreys, seconded by Mrs.
<br />DeClercq and carried, the recommendation was accepted and the
<br />Contract approved.
<br />APPROVE CHANGE ORDER NO. 1 - ST. JOSEPH/WAYNE PARKING FACILITY
<br />Mr. Michael P. Meeks, Director, Division of Engineering,
<br />submitted to the Board Change Order No. 1 as submitted by Carl J.
<br />Reinke and Sons, Inc., P.O. Box 3095, South Bend, Indiana,
