Mrs. DeClercq made a motion that the <br />recommendation be accepted and the request be approved. Mr. <br />Leszczynski seconded the motion which carried. <br />this request with Mr. Carter Wolf of <br />further advised that donations made <br />exempt fund which has been <br />Leszczynski made a motion that the <br />DeClercq seconded the motion which <br />DENY PETITION FOR THE ESTABLISHMENT OF A RESTRICTED RESIDENTIAL <br />PARKING ZONE - 1800 BLOCK WESTERN AVENUE <br />Mr. Leszczynski indicated that the Bureau of Traffic and Lighting <br />has conducted the appropriate traffic study in conjunction with <br />the above referred to Petition for the Establishment of a <br />Restricted Residential Parking Zone which was submitted to the <br />Board on November 5, 1990 and it is being recommended at this <br />time that the Petition be denied as ordinance requirements were <br />not met. <br />It is noted that the Bureau of Traffic and Lighting conducted a <br />residential parking study at the above referred to location on <br />November 29, 1990, from 7:00 p.m. until 4:00 a.m. The study <br />showed an average occupancy of two (2) cars out of seven (7) <br />possible parking spaces for an average occupancy of thirty-one <br />per cent (310). The ordinance calls for an average of <br />seventy-five per cent (750). At this time, there was an average <br />of one (1) non-residential vehicle for an occupancy of seventeen <br />per cent (17%). The ordinance requires twenty-five per cent <br />(250) non-residential occupancy. Therefore, these results <br />indicate that the ordinance requirements are not met and <br />therefore denial is recommended. <br />Mrs. DeClercq made a motion that the Petition as submitted be <br />denied. Ms. Humphreys seconded the motion which carried. <br />APPROVE REQUEST TO THE INDIANA DEPARTMENT OF TRANSPORTATION <br />REGARDING SIGNALS ON STATE HIGHWAYS <br />In a Memorandum to the Board, Mr. Joseph J. Bellina, Assistant <br />Manager, Bureau of Public Construction, submitted to the Board a <br />letter addressed to the Indiana Department of Transportation <br />requesting a change in the way signals on state highways in the <br />City limits operate. Mr. Bellina stated that the state has <br />already agreed that an all -red flash situation is preferable but <br />has asked that the Board send them a letter requesting such a <br />change. Mr. Leszczynski informed the Board that at the present <br />time, the City is looking into all traffic signals and as part of <br />that review and updating process it was determined that it would <br />be appropriate at this time to ask the State to change all <br />signals to all red flash when they malfunction. Therefore, Mr. <br />Leszczynski made a motion that the letter of request to the State <br />as submitted be approved and executed. Ms. Humphreys seconded <br />the motion which carried. <br />REQUEST OF KNIGHTS OF COLUMBUS TO CONDUCT " <br />JANUARY 20, 1990 - REFERRED <br />FOR LIFE" - <br />In a letter to the Board, Mr. Arthur R.
