REGULAR MEETING NOVEMBER 19, 1990 <br />Lincolnway West, South Bend, Indiana, advised that the Community <br />Resource Center and Bonneyville Carriage Rides would like <br />permission for Bonneyville to use the streets of South Bend for <br />carriage rides to be offered to the public during the 1990 Winter <br />Wonderland Festival. <br />Ms. Miller submitted with the request a Certificate of Insurance <br />as provided by Bonneyville Carriages Rides. She noted that <br />Bonneyville Carriage Rides plans to offer horse-drawn carriage <br />rides to the public from 9:30 a.m. to 5:30 p.m. on Saturday, <br />November 24, 1990 and from 10:30 a.m. to 5:30 p.m. on Sunday, <br />November 25, 1990. The carriage rides will begin at the Century <br />Center, proceed west on Washington, south on South Michigan, east <br />on Jefferson, and then north on South St. Joseph Street to the <br />Century Center. <br />Ms. Miller noted that the Winter Wonderland is the major <br />fund-raising event for the Community Resource Center, a <br />non-profit organization providing the suicide prevention HOTLINE, <br />information referral HELPLINE, R.S.V.P. and Volunteer Connection. <br />Mr. Leszczynski advised that the necessary City departments and <br />bureaus have reviewed this request and approval is recommended. <br />Therefore, Mrs. DeClercq made a motion that the request be <br />approved. Ms. Humphreys seconded the motion which carried. <br />REQUEST OF ERSKINE BOULEVARD RESIDENTS TO CONDUCT 4TH ANNUAL <br />CANDLELIGHT WALK AND CARRIAGE RIDES - DECEMBER 16, 1990 - <br />REFERRED <br />In a letter to the Board, Mr. Thomas A. Wolford, 2620 Erskine <br />Boulevard, South Bend, Indiana, requested permission for the <br />Erskine Boulevard residents to conduct their 4th Annual <br />Candlelight Walk on Sunday, December 16, 1990 from 5:00 p.m. to <br />9:00 p.m. along both sides of the sidewalks of Erskine Boulevard <br />from Ewing Avenue south to Donmoyer. Mr. Wolford advised that at <br />this time the Walk will consist of candle luminaries, various <br />groups carolling and carriage rides to be provided by Bonneyville <br />Carriage along Erskine Boulevard from Ewing to Donmoyer. Mr. <br />Leszczynski made a motion that the request be referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. Ms. Humphreys seconded the motion which carried. <br />REQUEST OF CASTEEL CONSTRUCTION CORPORATION TO OCCUPY THE PUBLIC <br />RIGHT-OF-WAY ON WAYNE AND MAIN STREETS FROM 12-1-90 TO 6-30-91 IN <br />CONJUNCTION WITH LIBRARY RENOVATION PROJECT - REFERRED <br />In a letter to the Board, Mr. Jerry Giolitto, Project Manager, <br />Casteel Construction Corporation, 23186 West Ireland Road, P.O. <br />Box 628, South Bend, Indiana, requested the issuance of an <br />occupancy permit for access to the public sidewalks on Wayne <br />Street and Main Street adjacent to the existing St. Joseph County <br />Public Library Building. Mr. Giolitto advised that Casteel <br />Construction is currently performing the masonry work on the <br />library's current renovation and expansion project and as part of <br />the project, Casteel is required to remove the existing masonry <br />veneer and replace it with new masonry. This will occur both at <br />the existing north and west elevations of the building. <br />Mr. Giolitto indicated that in order to accomplish this work, it <br />is necessary to erect scaffolding on the sidewalk immediately <br />adjacent to the existing building. This scaffolding will take up <br />approximately six (6) feet of the sidewalk. In addition, it will <br />be necessary for them to use the remainder of the sidewalk as an <br />access drive for a fork lift which will provide materials to the <br />masons working on the scaffold. While these masonry removal and <br />replacement operations are proceeding, it will be necessary to <br />provide barricades and covered walkways as required for public <br />rights -of -way and for public access to the existing building. <br />
