REGULAR MEETING NOVEMBER 19, 1990 Lincolnway West, South Bend, Indiana, advised that the Community Resource Center and Bonneyville Carriage Rides would like permission for Bonneyville to use the streets of South Bend for carriage rides to be offered to the public during the 1990 Winter Wonderland Festival. Ms. Miller submitted with the request a Certificate of Insurance as provided by Bonneyville Carriages Rides. She noted that Bonneyville Carriage Rides plans to offer horse-drawn carriage rides to the public from 9:30 a.m. to 5:30 p.m. on Saturday, November 24, 1990 and from 10:30 a.m. to 5:30 p.m. on Sunday, November 25, 1990. The carriage rides will begin at the Century Center, proceed west on Washington, south on South Michigan, east on Jefferson, and then north on South St. Joseph Street to the Century Center. Ms. Miller noted that the Winter Wonderland is the major fund-raising event for the Community Resource Center, a non-profit organization providing the suicide prevention HOTLINE, information referral HELPLINE, R.S.V.P. and Volunteer Connection. Mr. Leszczynski advised that the necessary City departments and bureaus have reviewed this request and approval is recommended. Therefore, Mrs. DeClercq made a motion that the request be approved. Ms. Humphreys seconded the motion which carried. REQUEST OF ERSKINE BOULEVARD RESIDENTS TO CONDUCT 4TH ANNUAL CANDLELIGHT WALK AND CARRIAGE RIDES - DECEMBER 16, 1990 - REFERRED In a letter to the Board, Mr. Thomas A. Wolford, 2620 Erskine Boulevard, South Bend, Indiana, requested permission for the Erskine Boulevard residents to conduct their 4th Annual Candlelight Walk on Sunday, December 16, 1990 from 5:00 p.m. to 9:00 p.m. along both sides of the sidewalks of Erskine Boulevard from Ewing Avenue south to Donmoyer. Mr. Wolford advised that at this time the Walk will consist of candle luminaries, various groups carolling and carriage rides to be provided by Bonneyville Carriage along Erskine Boulevard from Ewing to Donmoyer. Mr. Leszczynski made a motion that the request be referred to the appropriate City departments and bureaus for review and recommendation. Ms. Humphreys seconded the motion which carried. REQUEST OF CASTEEL CONSTRUCTION CORPORATION TO OCCUPY THE PUBLIC RIGHT-OF-WAY ON WAYNE AND MAIN STREETS FROM 12-1-90 TO 6-30-91 IN CONJUNCTION WITH LIBRARY RENOVATION PROJECT - REFERRED In a letter to the Board, Mr. Jerry Giolitto, Project Manager, Casteel Construction Corporation, 23186 West Ireland Road, P.O. Box 628, South Bend, Indiana, requested the issuance of an occupancy permit for access to the public sidewalks on Wayne Street and Main Street adjacent to the existing St. Joseph County Public Library Building. Mr. Giolitto advised that Casteel Construction is currently performing the masonry work on the library's current renovation and expansion project and as part of the project, Casteel is required to remove the existing masonry veneer and replace it with new masonry. This will occur both at the existing north and west elevations of the building. Mr. Giolitto indicated that in order to accomplish this work, it is necessary to erect scaffolding on the sidewalk immediately adjacent to the existing building. This scaffolding will take up approximately six (6) feet of the sidewalk. In addition, it will be necessary for them to use the remainder of the sidewalk as an access drive for a fork lift which will provide materials to the masons working on the scaffold. While these masonry removal and replacement operations are proceeding, it will be necessary to provide barricades and covered walkways as required for public rights -of -way and for public access to the existing building.
