371 <br />REGULAR MEETING NOVEMBER 13. 1990 <br />APPROVE CLAIMS <br />Mr. Juan Manigault, Executive Director, Employment and Training <br />Services of St. Joseph County, submitted a list containing <br />eighty-seven (87) claims and recommended approval. Additionally, <br />Chief Deputy Controller John D. Leisenring, submitted Claim <br />Docket No. 16485 through Claim Docket No. 16712 and recommended <br />approval. Upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the claims were approved and the reports <br />as submitted were filed. <br />ADOPT RESOLUTION NOS. 27-1990, 28-1990 AND 29-1990 - WRITING OFF <br />UNCOLLECTIBLE ACCOUNTS OF THE DEPARTMENT OF CODE ENFORCEMENT FOR <br />ENVIRONMENTAL CLEAN-UP SERVICES PERFORMED IN 1985, 1986 AND 1987 <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, submitted to the Board the above referred to <br />Resolutions which will write-off the Department of Code <br />Enforcement's outstanding accounts which are considered to be <br />uncollectible for the years 1985, 1986 and 1987. These accounts <br />represent charges for environmental clean-up services. Mrs. <br />DeClercq noted that the total amounts to be written off are as <br />follows: <br />1985 $45,353.25 <br />1986 $91,170.76 <br />1987 $48,124.00 <br />Mrs. DeClercq further noted that the procedure for billing is to <br />turn the account over to a collection agency after a minimum of <br />two (2) notices have been sent to the property owner. After the <br />collection agency exhausts every effort to collect these <br />accounts, they are written off. The lists which were attached to <br />the Resolutions represent those accounts considered <br />uncollectible. <br />Therefore, Mrs. DeClercq made a motion that the Resolutions as <br />submitted be adopted. Mr. Leszczynski seconded the motion which <br />carried and the following Resolution Nos. 27-1990, 28-1990 and <br />29-1990 were adopted: <br />RESOLUTION NO. 27-1990 <br />A RESOLUTION OF THE BOARD OF PUBLIC WORKS <br />OF THE CITY OF SOUTH BEND, INDIANA <br />WRITING OFF UNCOLLECTIBLE ACCOUNTS <br />OF THE DEPARTMENT OF CODE ENFORCEMENT <br />FOR ENVIRONMENTAL CLEAN-UP SERVICES PERFORMED IN 1985 <br />WHEREAS, the City of South Bend, Indiana, Department of Code <br />Enforcement, charged the persons listed on the attached documents <br />for Environmental Clean-up Services; and <br />WHEREAS, the charges have not been paid to the City of South <br />Bend after at least two (2) notices were sent to the owners of <br />the properties receiving the services; and <br />WHEREAS, Federated Collection Agency, on behalf of the City <br />of South Bend, has made every attempt to collect the <br />aforementioned charges, and has not been successful; and <br />WHEREAS, the Indiana State Board of Accounts has instructed <br />the City to write off all uncollectible accounts for the year <br />1985 after every attempt to collect them has been made; and <br />WHEREAS, the City of South Bend, by and through its Board of <br />Public Works, desires to write off the accounts listed on the <br />attached documents. <br />
