REGULAR MEETING OCTOBER 15, 1990
$17,318.00 for a new Contract sum including this Change Order in
the amount of $554,115.00. Mr. Leszczynski noted that this
increase is due to the additional cost for a number of
miscellaneous items. Additionally submitted was the Project
Completion Affidavit indicating this new final cost. Upon a
motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and
carried, Change Order No. 3 (Final) and the Project Completion
Affidavit were approved and the appropriate three (3) year
Maintenance Bond was accepted for filing.
APPROVE CHANGE ORDER NO. 3 - WASTEWATER PLANT - ADMINISTRATION
BUILDING ADDITION
Mr. John J. Dillon, Director, Environmental Services, forwarded
to the Board Change Order No. 3 for the above referred to project
as submitted by Ziolkowski Construction, Inc., P.O. Box 1106,
South Bend, Indiana. This Change Order, indicating an increase
of $6,035.00, which will change the original contract amount from
$284,747.00 to $290,782.00, is for relocating hot and cold water
lines, roof drain and for drywall, tape, sand and paint. Mrs.
DeClercq made a motion that the Change Order as submitted be
approved. Ms. Humphreys seconded the motion which carried.
DENY REQUEST TO CLOSE NORTH ST. JOSEPH STREET, FROM E. NAVARRE TO
THE ALLEY NORTH OF NAVARRE, FOR BLOCK PARTY - OCTOBER 19, 1990
Mr. Leszczynski advised that the appropriate City departments and
bureaus have reviewed the above referred to request which was
submitted to the Board on October 1, 1990, and the Police
Department recommends denial of the request at this time. The
Police Department noted that based on conversations with
residents of the neighborhood, this is not a neighborhood block
party request but a student party. Therefore, Mrs. DeClercq made
a motion that the recommendation be accepted and the request be
denied. Ms. Humphreys seconded the motion which carried.
APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF
ABANDONED VEHICLES
Mrs. Patricia E. DeClercq, Director, Department of Code
Enforcement, requested permission to advertise for the sale of
approximately eleven (11) abandoned vehicles, which are being
stored at Super Auto Salvage Corporation, 3300 South Main Street,
South Bend, Indiana. It was noted that all vehicles have been
stored more than fifteen (15) days, identification checks had
been run for auto theft and the owners and lienholders notified.
Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys
and carried, the above request was approved and a date of October
29, 1990, was established for the receiving and opening of sealed
bids.
APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF PROPOSALS -
TELEPHONE SYSTEM - WASTEWATER TREATMENT FACILITY
Mr. Leszczynski advised that Mr. John J. Dillon, Director,
Environmental Services, 3113 Riverside Drive, South Bend,
Indiana, has informed the Board that because of plant expansion,
the Wastewater Treatment Facility is in need of additional
telephone equipment. In a letter to the Board Mr. Dillon noted
that the present telephone system at Wastewater also serves the
Sewer and Solid Waste Departments and is at an age where it is
having more frequent breakdowns with only refurbished repair
parts available. Just recently there was a major failure in the
system leaving all three (3) departments with only emergency
power failure services for two (2) full days.
Mr. Dillon stated that they believe it would be advantageous to
purchase a new system at this time rather than to expand an
obsolete one and he therefore requested that the Board advertise
