318 <br />REGULAR MEETING SEPTEMBER 24, 1990 <br />APPROVE CONTRACTORS AND EXCAVATION BONDS <br />Mr. Leszczynski advised that the Engineering Department has <br />recommended that the following Contractors and Excavation Bonds <br />be approved: <br />CONTRACTORS BOND <br />- McCollough Scholten Construction, Inc. Eff. 9-24-90 <br />EXCAVATION BONDS <br />- McCollough Scholten Construction, Inc. Eff. 9-24-90 <br />- Roy F. Weston, Inc. Eff. 9-24-90 <br />Mr. Leszczynski made a motion that the recommendation be accepted <br />and the bonds as indicated above be approved. Ms. Humphreys <br />seconded the motion which carried. <br />APPROVE REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE AT 1635 <br />KENDALL STREET <br />Mr. Leszczynski advised that the above referred to request, which <br />was submitted to the Board on June 25, 1990, has been reviewed by <br />the appropriate City departments and bureaus and has received <br />favorable recommendations. Therefore, Mrs. DeClercq made a <br />motion that the request be approved. Ms. Humphreys seconded the <br />motion which carried. <br />APPROVE BLOCK PARTY REQUESTS: <br />TO CLOSE BELMONT, FROM SUNNYSIDE WEST TO THE DEAD END AT EDDY <br />SEPTEMBER 29, 1990 <br />- TO CLOSE VASSAR, FROM RIVERSIDE TO WOODWARD - SEPTEMBER 30. <br />1990 <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to requests which were <br />submitted to the Board on September 17, 1990, and approval is <br />recommended. Therefore, Mr. Leszczynski made a motion that the <br />recommendation be accepted and the requests be approved. Mrs. <br />DeClercq seconded the motion which carried. <br />AWARD BIDS - DIESEL _FUEL 41 AND 42 - TRANSPORT DELIVERY <br />In a letter to the Board, Mr. Phil St. Clair, Director, Division <br />of Equipment Services, advised that he has reviewed all three (3) <br />bids for Diesel Fuel #1 and Diesel Fuel #2 transport delivery <br />which were received and opened by the Board on September <br />1990. <br />Mr. St. Clair noted that the vendors, Smith Petroleum, Petroleum <br />Traders and Berreth Oil have each bid on both fuels and pricing <br />and markup are very similar and all three (3) appear to meet <br />specifications. For these reasons, and in accordance with the <br />City specifications which state: "The City reserves the right to <br />award petroleum products contracts to all responsible and <br />responsive bidders," he is recommending that the City award the <br />bid for Disel Fuel #1 and Diesel Fuel #2, transport deliveries, <br />to all three (3) suppliers. Purchases shall be made in <br />accordance with the specifications. <br />Mr. St. Clair went on further to say that he is recommending <br />that this approach to purchasing Diesel Fuel #1 and Diesel Fuel <br />#2 be used for the remainder of the year. If this manner of <br />purchasing fuel proves to be cost effective, he would recommend <br />that the Board consider using it for all of the City's 1991 fuel <br />purchases. Mr. St. Clair submitted with his letter a summary of <br />the suppliers' quotes, rack prices and markups which is as <br />follows: <br />
