REGULAR MEETING
<br />SEPTEMBER 17, 1990
<br />Public Works act as its representative for the design and
<br />construction of public improvements in the Airport Economic
<br />Development Area. This would include working with engineering
<br />firms during the design process, overseeing the public bidding
<br />and monitoring the construction work. Ms. Humphreys made a
<br />motion that the request, as outlined above, be approved. Mrs.
<br />DeClercq seconded the motion which carried.
<br />APPROVE REQUEST TO RE -ADVERTISE FOR THE RECEIPT OF BIDS - BOX
<br />OFFICE AND ADMINISTRATIVE COMPUTER SYSTEM - MORRIS CIVIC
<br />AUDITORIUM
<br />Ms. Katherine Humphreys, Director, Administration and Finance,
<br />advised that the concerns that were raised in regards to the bids
<br />received for the above referred to computer equipment are well
<br />documented. She noted that bids for this system were opened by
<br />the Board on July 9, 1990, and were rejected by the Board on
<br />September 10, 1990. Therefore, at this time, Ms. Humphreys made
<br />a motion that the Board re -advertise for the receipt of bids for
<br />this box office ticket system. Mrs. DeClercq seconded the motion
<br />which carried.

<br />- TO CLOSE BELMONT AVENUE, FROM SUNNYMEDE TO DEAD END AT EDDY,
<br />FOR NEIGHBORHOOD BLOCK PARTY - SEPTEMBER 29, 1990
<br />Mr. Todd Dawson, 1130 Belmont, South Bend, Indiana, submitted
<br />to the Board an Application for Use of and Blocking of Access
<br />to Public Right -of -Way for a Party or Similar Event, requesting
<br />that Belmont Avenue, from Sunnymede west to the dead end at
<br />Eddy, be closed from 2:00 p.m. to 8:00 p.m. on Saturday,
<br />September 29, 1990, for a neighborhood block party.

<br />BLOCK PARTY - SEPTEMBER 30, 1990
<br />Ms. Micki Glueckert, 1102 Woodward, South Bend, Indiana,
<br />submitted to the Board an Application for Use of and Blocking
<br />of Access to Public Right -of -Way for a Party or Similar Event,
<br />requesting that Vassar, from Riverside to Woodward, be closed
<br />from 12:00 noon until 7:00 p.m. on Sunday, September 30, 1990,
<br />for a neighborhood block party.
<br />OF SAINT JOSEPH'S MEDICAL CENTER TO CONDUCT LOTH ANNUAL
<br />SPORTSMED 10K ROAD RACE, 4K WALK AND ONE MILE FUN RUN - OCTOBER
<br />28, 1990
<br />In a letter to the Board, Ms. Mary Joe Elias, Administrator,
<br />Sportsmed 10K and Ms. Nancy Dressen, Race Director, Sportsmed
<br />10K, c/o Saint Joseph Medical Center, 801 East LaSalle, South
<br />Bend, Indiana, advised that St. Joseph's Medical Center is
<br />requesting permission to hold the loth Annual Sportsmed 10K
<br />Road Race on Sunday, October 28, 1990. Additionally, as in the
<br />past, the Wheelchair, 10K, One Mile Fun Run and the
<br />non-competitive 4K Walk are scheduled to begin at 1:50 p.m.,
<br />2:00 p.m., 2:05 p.m. and 2:10 p.m. respectively. The race
<br />course which has been approved the last nine (9) years is the
<br />same course they are seeking with the additional of a new 5K
<br />course.

<br />In a letter to the Board, Ms. Gladys W. Muhammad, Community
<br />Organizer, South Bend Heritage Foundation, 914 Lincolnway West,
<br />South Bend, Indiana, advised that the week of October 20-28,
