271 <br />REGULAR MEETING <br />SEPTEMBER 4, 1990 <br />on Mishawaka Avenue to 23rd Street, south on 23rd Street to <br />Vine Street where the parade will end. Ms. Bucher also noted <br />that no more than fifteen (15) units will participate in the <br />parade. <br />OF RIVER PARK BUSINESS ASSOCIATION TO CLOSE 23RD STREET FROM <br />MISHAWAKA AVENUE TO APPROXIMATELY ONE-FOURTH BLOCK NORTH - <br />IN CONJUNCTION WITH ROUND -UP SEPTEMBER FEST - SEPTEMBER 14-15 <br />1990 <br />Ms. Charmaine Bucher, Membership Committee Person, River Park <br />Business Association, 2310 Mishawaka Avenue, South Bend, <br />Indiana, submitted to the Board an Application for Use of and <br />Blocking of Access to Public Right -of -Way for a Party or <br />Similar Event, requesting that 23rd Street, from Mishawaka <br />Avenue to the alley, which is approximately 1/4 block north, be <br />closed on Friday and Saturday, September 14-15, 1990, from 9:00 <br />a.m. to 8:00 p.m. in conjunction with the River Park Round -Up <br />September Fest which will take place on these dates. It is <br />noted that the above referred to parade request is also in <br />conjunction with the September Fest. <br />- TO CLOSE THE 1600 BLOCK OF DEVON CIRCLE FOR NEIGHBORHOOD BLOCK <br />PARTY - SEPTEMBER 23, 1990 <br />Ms. Andrea L. Jones, 1608 Devon Circle, South Bend, Indiana, <br />requested permission on behalf of the neighbors on Devon <br />Circle to close the 1600 block of Devon Circle for a <br />neighborhood block party from 2:00 p.m. to 8.00 p.m. on <br />Sunday, September 23, 1990 with a raindate of September 30, <br />1990. <br />Mr. Leszczynski made a motion that the above referred to requests <br />be referred to the appropriate City departments and bureaus for <br />review and recommendation. Ms. Humphreys seconded the motion <br />which carried. <br />REQUESTS APPROVED: <br />- REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE ON ELDORA <br />COURT <br />- REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE AT 1014 <br />CAMPEAU <br />- REQUEST TO CLOSE CLOVER STREET <br />ARD. FOR NEI <br />R HILDRETH TO NO: <br />BLOCK PARTY - SEPTEMBER <br />IDE <br />C4] <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to requests which were <br />submitted to the Board on July 23, 1990, July 30, 1990 and August <br />20, 1990, and approval is recommended. Therefore, Mr. <br />Leszczynski made a motion that the recommendations be accepted <br />and the requests be approved. Ms. Humphreys seconded the motion <br />which carried. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS <br />Two (2) reports from the Department of Code Enforcement <br />indicating a total of nine (9) City -owned and miscellaneous <br />properties cleaned from August 20, 1990 to August 21, 1990, and <br />twenty-six (26) other properties cleaned from August 20, 1990 to <br />August 21, 1990, were submitted. Upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Humphreys and carried, the reports <br />as submitted were filed. <br />APPROVE CLAIMS <br />Mr. Juan Manigault, Executive Director, Employment & Training <br />Services of St. Joseph County, submitted two lists containing two <br />hundred four (204) claims and recommended approval. <br />
