2'72 <br />REGULAR MEETING <br />SEPTEMBER 4, 1990 <br />Additionally, Chief Deputy Controller John D. Leisenring, <br />submitted Claim Docket No. 13333 through Claim Docket No. 13616 <br />and recommended approval. Upon a motion made by Ms. Humphreys, <br />seconded by Mr. Leszczynski and carried, the claims were approved <br />and the reports as submitted were filed. <br />PRIVILEGE OF THE FLOOR: <br />COMMENTS CONCERNING BIDS FOR BOX OFFICE AND ADMINISTRATIVE <br />COMPUTER SYSTEM - MORRIS CIVIC AUDITORIUM <br />Mr. Bill Ostroff, Regional Director of Marketing, Ticket Master, <br />900 South Wabash, Apt. 405, Chicago, Illinois, was present and <br />addressed the Board. <br />Mr. Ostroff stated that he was pleased that the matter of the <br />award of the bid for the box office and administrative computer <br />system for the Morris Civic Auditorium was stricken from the <br />Board agenda this morning. He advised that Ticket Master is <br />interested in putting in a bid for this system but was excluded <br />from the bid process. Mr. Ostroff informed the Board that Ticket <br />Master locally services the Joyce Athletic and Convocation Center <br />as well as a number of retail ticket centers. He noted that <br />Ticket Master differs from an in-house system as was requested by <br />the City. He noted that when you buy a ticket system you also <br />buy the burden. Ticket Master supplies the software and the <br />hardware on a lease basis which means low capital expenditures. <br />Mr. Ostroff recounted for the Board his numerous discussions with <br />Mr. Dale Balsbaugh of the Morris Civic Auditorium concerning the <br />City's requirements and Ticket Master's interest in submitting a <br />bid for the computer system. He stated that Mr. Balsbaugh was <br />advised on several occasions that Ticket Master was very <br />interested in bidding on the system. Mr. Ostroff further <br />informed the Board that Ticket Master was not notified of the bid <br />opening date as requested and indicated that Ticket Master could <br />meet 1000 of the specification requirements. <br />Mr. Ostroff further advised the Board that it was brought to <br />Ticket Master's attention, through a newspaper article in the <br />South Bend Tribune, that the City anticipated spending <br />approximately thirty to forty thousand dollars ($30,000-$40,000) <br />for this system and noted that Ticket Master could meet the <br />specifications 100o for a cost of $5,000.00. Mr. Ostroff stated <br />that he really wanted to let the Board know Ticket Master is <br />interested in submitting a bid and would like the Board to <br />consider their late response and reopen the bidding process so <br />they can show the City what they can do which will meet or exceed <br />the City's specifications and will save taxpayers dollars. <br />Ms. Humphreys thanked Mr. Ostroff for bringing this matter to the <br />Board's attention and noted that the Board will take his comments <br />as constructive input and will take the matter under advisement. <br />ADJOURNMENT <br />There being no further business to come before the Board, upon a <br />motion made by Mr. Leszczynski, seconded by Ms. Humphreys and <br />carried, the meeting adjourned at 9:52 a.m. <br />John( E4 Leszczvnski <br />Patricia E.
