259 REGULAR MEETING AUGUST 27, 1990 - The blue and white national emblems (a picture of which was submitted with the letter) are seen in every town and city of any size in the United States. The signs would be purchased by the library at no cost to the City. - The City would demonstrate its interest in literacy and library services to the public at a time when such services are very much in demand. - The library is a many -faceted public agency. In addition to the dissemination of literature, a library is a neighborhood gathering place. It serves as a safe haven for many children after school and it is a place the elderly can walk to and always find a telephone and a helping hand. Mr. Napoli stated that he would be glad to provide the signs and to work with the City to have these six (6) to seven (7) signs installed. He submitted with the request a map indicating the proposed locations for the installation of the signs. Mr. Leszczynski made a motion that the request be referred to the appropriate City departments and bureaus for review and recommendation. Ms. Humphreys seconded the motion which carried. APPROVE REQUEST TO CLOSE WELLINGTON, FROM DUNHAM TO FORD, FOR NEIGHBORHOOD BLOCK PARTY - SEPTEMBER 1, 1990 Mr. Leszczynski advised that Mr. Curtis Leonard, 721 South Wellington, South Bend, Indiana, submitted to the Board an Application for Use of and Blocking of Access to Public Right -of -Way for a Party or Similar Event, requesting that Wellington, from Dunham to Ford Street, be closed on Saturday, September 1, 1990 from 9:00 a.m. to 10:00 p.m. for a block party. Mr. Leszczynski further advised that the appropriate City departments and bureaus have reviewed this request and approval is recommended. Therefore, Ms. Humphreys made a motion that the request be approved. Mr. Leszczynski seconded the motion which carried. APPROVE AND/OR RELEASE CONTRACTORS BONDS Mr. Larry D. Spradlin, Sr., Engineering Department, recommended that the following Contractors Bonds be approved and/or released: - Jerry Bryant d/b/a Bryant Release Eff. 8-27-90 Custom Concrete - Randy Brackett and Jerry Good Approve Eff. 8-27-90 d/b/a Begood Construction - J.P. Wittaker Construction Approve Eff. 8-27-90 Mr. Leszczynski made a motion that the recommendation be accepted and the bonds be approved and/or released as indicated above. Ms. Humphreys seconded the motion which carried. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS Two (2) reports from the Department of Code Enforcement indicating a total of eighty-three (83) City -owned and miscellaneous properties cleaned from August 5, 1990 to August 18, 1990, and seventy-nine (79) other properties cleaned from August 12, 1990 to August 18, 1990, were submitted. Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys and carried, the reports as submitted were filed.
