259 <br />REGULAR MEETING <br />AUGUST 27, 1990 <br />- The blue and white national emblems (a picture of which was <br />submitted with the letter) are seen in every town and city <br />of any size in the United States. <br />The signs would be purchased by the library at no cost to <br />the City. <br />- The City would demonstrate its interest in literacy and <br />library services to the public at a time when such services <br />are very much in demand. <br />- The library is a many -faceted public agency. In addition to <br />the dissemination of literature, a library is a neighborhood <br />gathering place. It serves as a safe haven for many <br />children after school and it is a place the elderly can <br />walk to and always find a telephone and a helping hand. <br />Mr. Napoli stated that he would be glad to provide the signs and <br />to work with the City to have these six (6) to seven (7) signs <br />installed. He submitted with the request a map indicating the <br />proposed locations for the installation of the signs. <br />Mr. Leszczynski made a motion that the request be referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. Ms. Humphreys seconded the motion which carried. <br />APPROVE REQUEST TO CLOSE WELLINGTON, FROM DUNHAM TO FORD, FOR <br />NEIGHBORHOOD BLOCK PARTY - SEPTEMBER 1, 1990 <br />Mr. Leszczynski advised that Mr. Curtis Leonard, 721 South <br />Wellington, South Bend, Indiana, submitted to the Board an <br />Application for Use of and Blocking of Access to Public <br />Right -of -Way for a Party or Similar Event, requesting that <br />Wellington, from Dunham to Ford Street, be closed on Saturday, <br />September 1, 1990 from 9:00 a.m. to 10:00 p.m. for a block <br />party. Mr. Leszczynski further advised that the appropriate City <br />departments and bureaus have reviewed this request and approval <br />is recommended. Therefore, Ms. Humphreys made a motion that the <br />request be approved. Mr. Leszczynski seconded the motion which <br />carried. <br />APPROVE AND/OR RELEASE CONTRACTORS BONDS <br />Mr. Larry D. Spradlin, Sr., Engineering Department, recommended <br />that the following Contractors Bonds be approved and/or released: <br />- Jerry Bryant d/b/a Bryant Release Eff. 8-27-90 <br />Custom Concrete <br />- Randy Brackett and Jerry Good Approve Eff. 8-27-90 <br />d/b/a Begood Construction <br />- J.P. Wittaker Construction Approve Eff. 8-27-90 <br />Mr. Leszczynski made a motion that the recommendation be accepted <br />and the bonds be approved and/or released as indicated above. <br />Ms. Humphreys seconded the motion which carried. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS <br />Two (2) reports from the Department of Code Enforcement <br />indicating a total of eighty-three (83) City -owned and <br />miscellaneous properties cleaned from August 5, 1990 to August <br />18, 1990, and seventy-nine (79) other properties cleaned from <br />August 12, 1990 to August 18, 1990, were submitted. Upon a <br />motion made by Mr. Leszczynski, seconded by Ms. Humphreys and <br />carried, the reports as submitted were filed. <br />
