<br />asked that the Board accept the Letter of Credit in lieu of
<br />improvements being complete on Fairfax Estates, Section 3.
<br />It is noted that Irrevocable Standby Letter of Credit #656,
<br />issued by the Valley American Bank, P.O. Box 328, South Bend,
<br />Indiana, at the request of and for the account of Jack Hickey,
<br />Inc., 5737 South Ironwood Road, South Bend, Indiana, is in the
<br />amount of eleven thousand five hundred dollars ($11,500.00) and
<br />indicates an expiration date of July 20, 1994.
<br />Ms. Humphreys made a motion that the Irrevocable Standby Letter
<br />of Credit #656 as submitted be accepted and approved. Mrs.
<br />DeClercq seconded the motion which carried.
<br />TO LETTER OF CREDIT #651 - JACK HICKEY HOMES, INC.
<br />Mrs. DeClercq advised that the Valley American Bank, P.O. Box
<br />328, South Bend, Indiana, has submitted Irrevocable Standby
<br />Letter of Credit #651 at the request of and on the account of
<br />Jack Hickey Homes, Inc., 5737 South Ironwood Road, South Bend,
<br />Indiana, in the amount of $10,000.00 in regards to improvements
<br />for Fairfax Estates, Section 3. It is noted that the expiration
<br />date of this Letter of Credit is July 10, 1991. Additionally,
<br />Valley Bank has submitted Amendment #1 to this Letter of Credit
<br />changing the commitment amount from $10,000.00 to $14,000.00.
<br />Therefore, Ms. Humphreys made a motion that the Irrevocable
<br />Standby Letter of Credit #651 and Amendment #1 to that Letter of
<br />Credit be approved. Mrs. DeClercq seconded the motion which
<br />carried.

<br />Mrs. DeClercq advised that Murdock & Sons Construction, Inc.,
<br />1320 South Franklin Street, South Bend, Indiana, has submitted
<br />Change Order No. 1 indicating that the Contract amount be
<br />increased by $2,549.00 for a new Contract sum, including this
<br />Change Order, in the amount of $165,549.00. Upon a motion made
<br />by Ms. Humphreys, seconded by Mrs. DeClercq and carried, Change
<br />Order No. 1 was approved.

<br />Police Chief Ronald G. Marciniak advised that the bids received
<br />on July 23, 1990, for car washes for City vehicles have been
<br />reviewed.
<br />Chief Marciniak advised that Hi -Speed Auto Wash submitted a bid
<br />for full -service car washes, full service jeep washes and
<br />motorcycles. It is recommended that the City retain their
<br />services in these areas as follows:
<br />- Full -Service Car Wash, 0-100 units per month: $5.50 each
<br />- Full -Service Car Wash, 100 or more units
<br />per month: $5.25 each
<br />- Jeeps: $6.50 each
<br />- Motorcycles: $5.50 each
<br />Chief Marciniak noted that Hi -Speed offers these services at two
<br />(2) locations, 609 East LaSalle in South Bend and 2615 Lincolnway
<br />West in Mishawaka. He also noted that the City will not utilize
<br />Hi -Speed for wet wash only car washes.
<br />Additionally, Chief Marciniak recommended that the bid of Don's
<br />Gas and Car Wash, located at 1836 South Michigan Street, be
<br />accepted for wet wash only car washes and wet wash only jeep
