RIK <br />REGULAR MEETING JUNE 25, 1990 <br />APPROVE ESCROW AGREEMENT - LIFT STATION IMPROVEMENTS AT MONROE & <br />EDGEWATER AND COLFAX & SYCAMORE PROJECT <br />Mr. Leszczynski advised that the appropriate Escrow Agreement for <br />the above referred to project has been prepared and is being <br />submitted to the Board at this time for approval and execution. <br />Therefore, Mrs. DeClercq made a motion that the Agreement be <br />approved. Mr. Leszczynski seconded the motion which carried. <br />APPROVE SUPPLEMENTAL AGREEMENT NO. 2 - COMPUTERIZED TRAFFIC <br />SIGNAL SYSTEM (CLYDE E. WILLIAMS & ASSOCIATES INC.) <br />Mr. Leszczynski advised that Supplemental Agreement No. 2 as <br />submitted provides for additional services required to add loop <br />detectors at seventeen (17) intersections and integrating the <br />fiber optics communications design into the plans and <br />specifications. It is noted that the additional cost for this <br />service is $7,500.00. It is further noted that on February 6, <br />1989, the City entered into an Agreement with Clyde E. Williams <br />to provide the necessary engineering services required in the <br />development of plans and specifications for an areawide traffic <br />control and surveillance system. Mr. Leszczynski made a motion <br />that the Supplemental Agreement No. 2 be approved and executed. <br />Mrs. DeClercq seconded the motion which carried. <br />APPROVE CONSTRUCTION CONTRACTS: <br />- UNION STATION PARKING LOT IMPROVEMENTS PROJECT <br />- COMBINED SEWER OVERFLOW IMPROVEMENTS PROJECT - CSO#037 <br />Mr. Leszczynski advised that in accordance with the bid awarded <br />on May 29, 1990, to Walsh & Kelly, Inc., 24358 State Road 23, <br />South Bend, Indiana, in the amount of $58,182.00 for the Union <br />Station Parking Lot Improvements Project, the appropriate <br />Construction Contract in said amount was being submitted for <br />Board approval. Upon a motion made by Mrs. DeClercq, seconded by <br />Mr. Leszczynski and carried, the Contract was approved and <br />executed and the required Performance Bond and Labor and <br />Materials Payment Bond were accepted for filing. <br />Additionally, in accordance with the bid awarded to the HRP <br />Company, Inc., P.O. Box 266, South Bend, Indiana, on May 29, <br />1990, in the amount of $73,653.00 for the Combined Sewer Overflow <br />Improvements Project, the required Construction Contract has been <br />submitted for approval. Mr. Leszczynski made a motion that the <br />Contract be approved and executed. Mrs. DeClercq seconded the <br />motion which carried, and the Contract was approved and the <br />appropriate Certificate of Insurance, Performance Bond and Labor <br />and Materials Payment Bond as submitted by the HRP Company were <br />accepted and filed. <br />REQUEST FOR CONSIDERATION OF INSTALLATION OF TRAFFIC CONTROL <br />SIGNAL OR SIGN ON EWING AVENUE AT SOUTH SIDE LITTLE LEAGUE PARK - <br />REFERRED <br />Mr. Thomas M. Walz, Attorney at Law, Hahn, Walz and Knepp, 509 <br />West Washington Avenue, South Bend, Indiana, advised the Board <br />that he is a concerned parent of children who participate at the <br />South Side Little League Park on Ewing Avenue. Mr. Walz <br />indicated that there is an unfortunate traffic situation on Ewing <br />Avenue by the Little League park in that people driving down <br />Ewing do so at excess speeds making it impossible for children to <br />cross the street without putting their lives in jeopardy. Mr. <br />Walz further stated that it is his opinion, and the opinion of <br />many people residing in the area, that a traffic control signal <br />or sign is necessary to stop drivers from speeding. Mr. Walz <br />submitted a Petition signed and supported by citizens concerned <br />about the future welfare of these young children using the park <br />and requested the Board's serious consideration of this matter. <br />
