163 <br />REGULAR MEETING MAY 14, 1990 <br />Mr. Leszczynski made a motion that the recommendation be accepted <br />and the bonds be approved. Ms. Humphreys seconded the motion <br />which carried. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the following two (2) traffic control devices were <br />approved: <br />1. REVISED TO: No Parking - Tow Zone <br />LOCATION: 125 Marion (Mar -Main Apartments) <br />REMARKS: Requested by Police Department - <br />Parking Problem <br />2. REVISED TO: No Parking - Tow Zone <br />LOCATION: 900 West Colfax - <br />Shorten Parking Zone to 150' long <br />REMARKS: End of Zone, East property line <br />of 921 Colfax <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of twenty-seven (27) properties cleaned from April 30, 1990 <br />to May 4, 1990, was submitted. Upon a motion made by Mrs. <br />DeClercq, seconded by Mr. Leszczynski and carried, the report as <br />submitted was filed. <br />FILING OF HUMANE SOCIETY MONTHLY REPORT - APRIL <br />Ms. Humphreys made a motion that the Humane Society Report for <br />the month of April, indicating the type and number of animals <br />handled for the City of South Bend, be accepted and filed. Mrs. <br />DeClercq seconded the motion which carried. <br />APPROVE CLAIMS <br />Mr. Juan Manigault, Executive Director, Employment & Training <br />Services of St. Joseph County, submitted a list containing <br />eighty-nine (89) claims and recommended approval. Additionally, <br />Chief Deputy Controller John D. Leisenring, submitted Claim <br />Docket No. 8305 through Claim Docket No. 8618 and recommended <br />approval. Upon a motion made by Ms. Humphreys, seconded by Mrs. <br />DeClercq and carried, the claims were approved and the reports as <br />submitted were filed. <br />PRIVILEGE OF THE FLOOR: <br />QUESTIONS AND CONCERNS - OPENING OF BIDS - ONE (1) ATOMIC <br />ABSORPTION/EMISSION SPECTROMETER <br />Mr. Mike Lang, Varian Associates, Inc., Instrument Group, 505 <br />Julie Rivers Road, Suite 150, Sugar Land, Texas, was present and <br />addressed the Board. Mr. Lang stated that it is his <br />understanding that the bid submitted by Varian on May 7, 1990 for <br />an atomic absorption/emission spectrometer was rejected by the <br />Board. <br />Mr. Leszczynski informed Mr. Lang that the bid submitted by <br />Varian on May 7, 1990 was rejected because it was not signed. In <br />response to his inquiry of exactly where the bid was not signed, <br />Board Attorney Jenny Pitts Manier advised Mr. Lang that the <br />signature of the bidder is required where noted at the top of the <br />bid form. <br />
