150 <br />REGULAR MEETING APRIL 30, 1990 <br />traditionally entitled "Senior Week", the only people attending <br />this event would be graduating seniors. The Committee noted that <br />they intend to sell tickets to the event in advance so as to <br />ensure that all participants will be twenty-one (21) years of age <br />or older. It is anticipated that approximately five hundred <br />(500) individuals will attend the Block Party which will be held <br />from 12:00 noon until dusk. <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the request was referred to the appropriate City <br />departments and bureaus for review and recommendation. <br />REQUEST TO CONDUCT THE WORLD'S LARGEST GARAGE SALE AT THE <br />JEFFERSON/ST. JOE MUNICIPAL PARKING GARAGE - JUNE 9, 1990 - <br />PPrPPPPn <br />In a Memorandum to the Board, Ms. Susan O'Connor, Events <br />Coordinator, Office of Community Affairs, requested permission to <br />conduct the 15th Annual World's Largest Garage Sale on Saturday, <br />June 9, 1990 at the Jefferson/St. Joe Municipal Parking Garage. <br />In addition to standard traffic control, crowd control and <br />paramedic on -call coverage is requested. Ms. O'Connor noted that <br />these safety precautions are necessary between 6:00 a.m, and 3:00 <br />p.m. with crowd control not needed until 8:30 a.m. Mrs. DeClercq <br />made a motion that the request be referred to the necessary City <br />departments and bureaus for review and recommendation. Mr. <br />Leszczynski seconded the motion which carried. <br />REQUEST OF KNIGHTS OF COLUMBUS TO CONDUCT TOOTSIE ROLL SALES - <br />MAY 11-12, 1990 - REFERRED <br />In a letter to the Board, Ms. Martin J. Moorman, Chairman, St. <br />Joe Valley Knights of Columbus, 60155 Ruby Street, South Bend <br />Indiana, advised that the St. Joseph Valley Chapter, consisting <br />of local councils, requests permission to conduct their annual <br />Tootsie Roll Drive on Friday, May 11, 1990 and Saturday, May 12, <br />1990 on the public right-of-way in the downtown area. Mrs. <br />DeClercq made a motion that the request be referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. Mr. Leszczynski seconded the motion which <br />carried. <br />APPROVE REQUEST OF MICHIANA BICYCLE ASSOCIATION TO CONDUCT 20K <br />BICYCLE TIME TRIALS <br />Mr. Leszczynski advised that the above referred to request, <br />submitted to the Board on April 16, 1990, has been reviewed by <br />the appropriate City departments and bureaus and approval is <br />recommended. Therefore, Mr. Leszczynski made a motion that the <br />recommendation be accepted and the request be approved. Ms. <br />Humphreys seconded the motion which carried. <br />FILING OF APPLICATIONS FOR EMERGENCY BOARD -UP SERVICES <br />Mr. Leszczynski advised that pursuant to the Board's approval on <br />April 23, 1990 of a policy concerning emergency board -up <br />services, the following vendors have asked to be placed on the <br />list to provide these services: <br />1.
