136 <br />REGULAR MEETING APRIL 23, 1990 <br />OPENING OF PROPOSALS - DEBT COLLECTION SERVICES - FIRE DEPARTMENT <br />AND FILING OF NON-DISCRIMINATION COMMITMENT FORMS <br />Mr. Leszczynski advised that this was the date set for the <br />receiving and opening of sealed Proposals for debt collection <br />services for past due ambulance accounts for the South Bend Fire <br />Department for 1990. The Clerk tendered proofs of publication of <br />Notice in the South Bend Tribune and the Tri-County News which <br />were found to be sufficient. The following Proposals were opened <br />and read: <br />FEDERATED COLLECTION AGENCY <br />Suite 138 - Marycrest Building <br />2015 West Western Avenue <br />South Bend, Indiana 46629 <br />Proposal was submitted by Mr. Robert Forgash, President. <br />PROPOSAL: Thirty-five per cent (35%) for all monies collected <br />and no fees will be assessed on unrecovered <br />accounts. <br />MIDWEST COLLECTION SERVICES, INC. <br />3222 Mishawaka Avenue <br />P.O. Box 4187 <br />South Bend, Indiana 46634 <br />Proposal was submitted by Mr. John N. Nickelson, President. <br />PROPOSAL: Thirty-five per cent (35%) straight and fifty per <br />cent (50%) sue, transfer or skip. All monies will <br />be remitted monthly. Client inventory reports can <br />be provided upon request. <br />HELVEY & ASSOCIATES, INC. COLLECTIONS <br />DOCTORS BUSINESS BUREAU <br />3601 East Jefferson Boulevard <br />South Bend, Indiana 46615 <br />Proposal was submitted by Ms. Kathleen A. Nichols, Client <br />Services. <br />PROPOSAL: Fifty per cent (50%) contingent upon collection. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys <br />and carried, the Proposals were referred to the Fire Department <br />for review and recommendation and the Non -Discrimination <br />Commitment Forms as submitted with the Proposals were accepted <br />and filed. <br />ADOPT RESOLUTION NO. 12-1990 - DISPOSAL OF OBSOLETE EQUIPMENT - <br />STUDEBAKER MUSEUM <br />In a letter to the Board, Mr. Thomas Appel, Museum Operations <br />Manager, Studebaker National Museum, 120 South St. Joseph Street, <br />South Bend, Indiana, advised that the Museum would like to <br />dispose of a 1960 Studebaker Champ Pickup truck, Serial No. <br />E5128736. The truck has deteriorated over the years and is no <br />longer suitable as an operable utility vehicle. Its condition <br />does not warrant a restoration. Mr. Appel further advised that <br />the Studebaker National Museum Collections Committee is of the <br />opinion that the vehicle will sell for under five hundred dollars <br />($500.00). The Museum would like to auction the truck during the <br />upcoming Studebaker Festival on May 5, 1990 with proceeds to go <br />to the Studebaker National Museum. <br />Therefore, Mrs. DeClercq made a motion that the Resolution as <br />submitted be adopted.
