REGULAR MEETING <br />SEPTEMBER 30, 1991 <br />Bend, Indiana. It was noted that all vehicles have been stored <br />more than fifteen (15) days, identification checks had been run <br />for auto theft and the owners and lienholders notified. Upon a <br />motion made by Mrs. DeClercq, seconded by Ms. Humphreys and <br />carried, the above request was approved and a date of October 14, <br />1991, was established for the receiving and opening of sealed <br />bids. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS FOR CENTRAL <br />BUSINESS DISTRICT - SIDEWALKS AND CURBS PROJECT - WESTERN AVENUE <br />Mrs. DeClercq stated that Mr. Carl Littrell, Director, Division <br />of Engineering and Ms. Cleo Hickey, Downtown Project Manager, <br />Department of Economic Development, have requested that the Board <br />advertise for the receipt of bids for the above referred to <br />project. Ms. Humphreys made a motion that the request be <br />approved. Mrs. DeClercq seconded the motion which carried. <br />REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE AT 1801 FLORENCE <br />- REFERRED <br />In a letter to the Board, Ms. Victoria M. Kowalski, 1801 Florence <br />Avenue, South Bend, Indiana, advised that she has crippling <br />rheumatoid arthritis and has had a partial amputation of her left <br />foot and she therefore requests that the parking space in front <br />of her residence be designated as a handicapped parking space. <br />Mrs. DeClercq made a motion that the request be referred to the <br />necessary City departments and bureaus for review and <br />recommendation. Ms. Humphreys seconded the motion which carried. <br />APPROVE REQUEST OF RIGHT TO LIFE TO CONDUCT "LIFE CHAIN" ON <br />BARTLETT STREET - OCTOBER 6, 1991 <br />It is noted that the Board is in receipt of a letter from <br />Virginia Black, Right to Life of St. Joseph County, and Mr. Royce <br />Dunn, 3209 Colusa Highway, Yuba City, California, advising that <br />on Sunday, October 6, 1991, a "Life Chain" is proposing to form <br />on both sides of the street on U.S. 31 and Bartlett Streets in <br />South Bend. This is a national event taking part in over 400 <br />cities in the United States and Canada and the purpose of this <br />chain is to give witness/solidarity to the unborn children who <br />die every day in the United States. Most of the participants <br />will be from Christian Churches but anyone is invited. The <br />participants will be encouraged to pray and there will be no <br />shouting or other display of emotion. The Life Chain will not <br />cross streets or interfere with traffic or pedestrians. It will <br />be an hour in length from 2:00 to 3:00 p.m. and people will be <br />instructed to avoid private property and not park in areas <br />designated as residential or handicapped parking. Mrs. DeClercq <br />advised that the appropriate City departments and bureaus have <br />reviewed this request and approval to utilize Bartlett Street for <br />this event is recommended. It is noted that as Michigan Street <br />is a US highway, the Right to Life must secure permission from <br />the state to utilize that street. Therefore, Ms. Humphreys made <br />a motion that the request be approved. Mrs. DeClercq seconded <br />the motion which carried. <br />APPROVE REQUEST OF BLUE AND GOLD ILLUSTRATED TO GIVE AWAY SAMPLE <br />ISSUES PRIOR TO NOTRE DAME HOME FOOTBALL GAMES BEGINNING OCTOBER <br />12, 1991 <br />Mr. Leszczynski noted that the appropriate City departments and <br />bureaus have reviewed the above referred to request which was <br />submitted to the Board on September 23, 1991, and approval is <br />recommended. Therefore, Mrs. DeClercq made a motion that the <br />recommendation be accepted and the request be approved. Ms. <br />Humphreys seconded the motion which carried. <br />
