Mrs. DeClercq <br />carried. <br />REQUEST TO CLOSE NAVARRE, FROM ST. JOSEPH TO RIVERSIDE, FOR <br />NEIGHBORHOOD BLOCK PARTY - SEPTEMBER 28, 1991 <br />REQUEST OF CITIZENS ACTION COALITION OF INDIANA TO CONDUCT <br />MARCH - SEPTEMBER 24, 1991 <br />- REQUEST TO CLOSE A PORTION OF MAYFLOWER CIRCLE IN CONJUNCTION <br />WITH AUCTION - SEPTEMBER 28, 1991 <br />Mr. Leszczynski advised that the request to close Navarre Street <br />for a neighborhood block party and the request of the Citizens <br />Action Coalition to conduct a March, as submitted to the Board on <br />September 16, 1991, have been reviewed by the appropriate City <br />departments and bureaus and approval is recommended. <br />Additionally, the appropriate City departments and bureaus have <br />reviewed the request received by Mrs. Christine Raker, 974 <br />Mayflower Circle, South Bend, Indiana, to close Mayflower Circle <br />in front of her residence in conjunction with an auction that <br />will take place at that location on September 28, 1991. <br />Therefore, Mrs. DeClercq made a motion that the -request of the <br />Citizens Action Coalition be approved. Ms. Humphreys seconded <br />the motion which carried. Additionally, Mr. Leszczynski made <br />motions that the request to close Navarre Street and the request <br />to close a portion of Mayflower Circle be approved. Ms. <br />Humphreys seconded those motions which carried. <br />REQUEST OF BLUE AND GOLD ILLUSTRATED TO DISTRIBUTE NEWSPAPERS AT <br />INTERSECTIONS - REFERRED <br />In a letter to the Board, Mr. Steve Jacob, Associate Publisher, <br />Blue & Gold Illustrated, 3930 Edison Lakes Parkway, Suite 130, <br />Mishawaka, Indiana, advised that Blue & Gold Illustrated would <br />like to give away sample issues of its paper prior to home games <br />beginning with the October 12th game. This activity will be <br />confined to intersections where traffic comes to a complete halt <br />for maximum safety and to avoid slowing traffic. They do not <br />intend to go into the street and will give the paper only to <br />motorists who want them. The intersections to be utilized are <br />the North Shore bridge on Michigan Street, South Bend Avenue at <br />the intersection of Edison and east of Ironwood, Eddy Street <br />south of Corby, Edison at the Ironwood intersection and Michigan <br />Street to the north end of St. Joseph High School. Mr. <br />Leszczynski made a motion that this request be referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. Ms. Humphreys seconded the motion which carried. <br />APPROVE TRAFFIC CONTROL DEVICE <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the following one (1) traffic control device was <br />approved: <br />1. NEW INSTALLATION: No Parking <br />LOCATION: 1500 block Webster - east side <br />REMARKS: For traffic flow and safety - <br />Webster Street is nineteen feet <br />(19') wide <br />APPROVE RELEASE OF CONTRACTORS BOND <br />Mr. Leszczynski indicated that the Engineering Department has <br />recommended that the Bond of Contractor for Tadeusz Borysiak, 739 <br />
