�I <br />REGULAR MEETING SEPTEMBER 23, 1991 <br />(4) tandem axle dump trucks fully equipped with all components <br />listed in specifictions. Due to the superior functional <br />characteristics of the F-89 underbody described as a bid <br />alternate, it is recommended that the City select the F-89 option <br />in place of the F-5 underbody described in the specifications. <br />The centralized hydraulic control system described as a bid <br />alternate was rejected due to its prohibitive cost. Neither the <br />F-5 underbody nor the optional centralized hydraulic control <br />system are necessary for equipment to function properly. <br />Shamrock Ford Truck Sales, Inc., 4707 West Western Avenue, South <br />Bend, Indiana, was the low bidder for the above referred to <br />equipment with costs as follows: <br />1992 LNT 8000, complete w/dump bed and <br />accessories: $61,966.00 x 4 = $247,864.00 <br />Alternates - Add: <br />Cab shield warning lights $ 120.00 x 4 = $ 480.00 <br />F89 Underbody $ 2,959.00 x 4= $ 11,836.00 <br />Additional Valve $ 250.00 x 4 = $ 1,000.00 <br />60 gallon fuel tank $ 397.00 x 4 = $ 1,588.00 <br />Total cost: $262,768.00 <br />Less trade in (4 units) - 50,000.00 <br />NET COST: $212,768.00 <br />Mr. St. Clair further noted that this recommendation is based on <br />the fact that all vendors met specifications and Shamrock Ford <br />(aas the low bidder. It is noted that Neil's Automotive did not <br />bid an F-89 underbody. <br />Additionally, Shamrock Ford bid a non -sleeved engine and Wise <br />International bid a sleeved engine. The specifictions called for <br />a sleeved engine in order to allow the option to rebuild the <br />engine if required. Traditionally, a non -sleeved engine is a <br />"throw away" motor. The City has been assured by Shamrock Ford <br />and the Ford Motor Company that the Ford 7.8 litre, non -sleeved <br />engine is not a throw away engine and can be rebuilt as was <br />contemplated by the City when it called for a "sleeved" <br />(rebuildable) engine in the specifications. <br />Therefore, Mr. St. Clair asked that the Board accept this <br />recommendation and award the bid for four (4) tandem axle trucks <br />complete with dump body and snow attachments to Shamrock Ford <br />Truck Sales, Inc., as outlined above. Mrs. DeClercq made a <br />motion that the recommendation be accepted and the bid be <br />awarded. Mr. Leszczynski seconded the motion which carried. <br />AWARD BID - BENDIX DRIVE AND LATHROP STREET INTERSECTION <br />IMPROVEMENT PROJECT <br />In a Memorandum to the Board, Mr. Carl P. Littrell, Director, <br />Division of Engineering, recommended that the Board award the low <br />bid of Rieth-Riley Construction Company, Inc., P.O. Box 1775, <br />South Bend, Indiana, in the amount of $82,886.05 for the above <br />referred to project. It is noted that bids for this project were <br />opened by the Board on September 16, 1991. Therefore, Mrs. <br />DeClercq made a motion that the recommendation be accepted and <br />the bid be awarded. Ms. Humphreys seconded the motion which <br />carried. <br />PETITION FOR ESTABLISHMENT OF A RESIDENTIAL PARKING ZONE - 400 W. <br />JEFFERSON - REFERRED <br />Ms. Susan Kaczynski, 409 West Jefferson Boulevard, South Bend, <br />Indiana, submitted to the Board a Petition for the Establishment <br />of a Residential Parking Zone in the 400 block of West Jefferson <br />Boulevard. Mr. Leszczynski made a motion that this Petition be <br />
