Nickelson, President. <br />PROPOSAL: <br />Rates: Thirty-five per cent (350) straight <br />Fifty per cent (500) sue, transfer or skip. <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />.and carried, the bids received were referred to the Fire <br />Department for review and recommendation. <br />APPROVE AGREEMENT FOR STAFF SUPPORT - NEIGHBORHOOD BUSINESS <br />DEVELOPMENT <br />Submitted to the Board was an Agreement for Staff Support between <br />the Neighborhood Business Development Corporation, Inc., and the <br />City of South Bend by and through its Board of Public Works on <br />behalf of its Economic Development Department for 1991. The <br />Agreement indicates that the NBDC shall pay to the City the sum <br />of ten thousand dollars ($10,000.00) for these staff services. <br />Therefore, Mrs. DeClercq made a motion that the Agreement be <br />approved and executed. Mr. Leszczynski seconded the motion which <br />carried. <br />APPROVE CONTRACT - SOCIETY BANK - RE: SOUTH BEND HOME IMPROVEMENT <br />LOAN PROGRAM <br />Mr. Leszczynski advised that submitted to the Board was a <br />Contract between the City of South Bend and Society Bank whereby <br />the bank acts as a consortium member bank for guaranteed home <br />loans under the South Bend Home Improvement Program. Mrs. <br />DeClercq made a motion that this Contract be approved. Mr. <br />Leszczynski seconded the motion which carried. <br />APPROVE AGREEMENT FOR PROFESSIONAL SERVICES - AIRPORT 2010 <br />PROJECT <br />Mr. Jon Hunt, Executive Director, Department of Economic <br />Development, submitted to the Board a Proposal for Professional <br />Services, as received from Marketing Partners, 420 Main Street, <br />St. Joseph, Michigan, in the amount of six thousand dollars <br />($6,000.00) in regards to the Airport 2010 Project. The Proposal <br />indicates that Marketing Partners shall provide a marketing <br />situation assessment as a preliminary step to help the City <br />attract high -quality economic investment that matches available <br />resources and the proposed land uses of the project. <br />Mr. Hunt was present and informed the Board that Marketing <br />Partners will help the City in the initial stages of developing a <br />marketing plan for the Airport 2010 project by doing some initial <br />research and analysis with some of the planning going into the <br />marketing research. Mr. Hunt noted that this out-of-town firm <br />was selected for two (2) reasons, one being that one of the <br />former principals of Project Future is associated with this firm <br />and he is familiar with the area and also because of Marketing <br />Partner's track record in handling this type of situation. Mr. <br />Hunt reiterated that this is only the first step in the process <br />for the Airport 2010 Project. <br />In response to an inquiry from Mr. Leszczynski regarding the <br />Redevelopment Commission's comments concerning this Proposal, Mr. <br />Hunt noted that the Redevelopment Commission was advised of this <br />Proposal but because civil City of South Bend funds will be <br />
