REGULAR MEETING
APRIL 29, 1991
recommended subject to the following conditions:
1. No demolition or painting is to be done during regular
business hours. Mr. Stafford will be required to make sure
the lot is empty and access is prevented during risky
demolition and painting and that site clean-up will be
done daily.
2. The Bureau of Traffic and Lighting will provide to Mr.
Stafford eight (8) covers for the parking space
reservation signs which will be marked "No Parking." Mr.
Stafford is to use them as necessary but no more than
eight (8) at any one time.
3. Mr. Stafford will be required to notify the Board of
Public Works of his schedule for completing the work
and the approximate period he will be tuckpointing.
Mr. Leszczynski further advised that most of the painting will be
done on the weekend and that a maximum of eight (8) parking
spaces at any one time will be taken up against the wall of the
building while the building is being tuckpointed. It is noted
that Mr. Stafford has made arrangements at the Main Street
parking garage for parking spaces for City employees who will be
displaced during this renovation period and that Mr. Stafford
previously submitted to the Board a Certificate of Insurance
naming the City of South Bend as an additional insured in
conjunction with this request.
Therefore, Mr. Leszczynski made a motion that the request be
approved with the stipulations as outlined above. Mrs. DeC lercq
seconded the motion which carried.
REJECT QUOTATION FOR STATE THEATRE MARQUEE ROOF REPAIR
In a letter to the Board, Ms. Cleo Hickey, Economic Development
Specialist, Department of Economic Development, advised that
Quotations were received by the Board of Public Works for the
Department of Economic Development on November 19, 1990 for the
repair of the marquee roof on the State Theatre. Ms. Hickey
noted that this type of small, specialized roof repair was
difficult to cost estimate because of its unique nature.
On November 19, 1990, only one (1) Quotation was received from
North Central Roofing, Inc., of Mishawaka, Indiana, in the amount
of $14,333.00. Because the Commission was not prepared to expend
this much money for the repairs, the Department of Economic
Development will ask their consultant, Ken Herceg and Associates,
Inc., to revise the specifications and reduce the scope of work.
They will then, under separate missive, ask the Board to approve
the receipt of Quotations for the revised work.
Therefore, Ms. Hickey requested that the Board reject the
Quotation of North Central Roofing as received on November 19,
1990 as being above the Engineer's Estimate and for permission to
seek Quotations for the revised scope of work. Mrs. DeClercq
made a motion that the recommendation be accepted and the
Quotation previously received be rejected. Ms. Humphreys
seconded the motion which carried.
APPROVE REQUESTS:
- REQUEST OF KNIGHTS OF COLUMBUS TO CONDUCT ANNUAL TOOTSIE
ROLL• DRIVE ON PUBLIC SIDEWALK IN FRONT OF DOWNTOWN OSCO DRUG
STORE - MAY 10-11, 1991
REQUEST OF VETERANS OF FOREIGN WARS TO CONDUCT ANNUAL POPPY DAY
SALES ON PUBLIC SIDEWALKS THROUGHOUT SOUTH BEND - MAY 10-111
1991
REQUEST OF STUDEBAKER NATIONAL MUSEUM TO CLOSE SOUTH STREET,
FROM MAIN TO LAFAYETTE, IN CONJUNCTION WITH 6TH ANNUAL
STUDEBAKER FESTIVAL - MAY 4-5, 1991
