REGULAR MEETING APRIL 15, 1991 APPROVE CHANGE ORDER NO. 5 (FINAL•) - CONTRACT I - WASTEWATER TREATMENT PLANT IMPROVEMENTS PROJECT Mr. Leszczynski advised that Tenney Pavoni Associates, Inc., 744 West Washington Street, South Bend, Indiana, has submitted Charge Order No. 5 - Contract I (Final) in regards to the Wastewater Treatment Plant Improvement Project addressing a variety of items. It is noted that Change Order No. 5 indicates an increase of $219,173.24 bringing the new contract amount to $9,132,238.22. Mr. Leszczynski made a motion that the Change order as submitted be approved and executed. Mrs. DeClercq seconded the motion which carried. In response to a question from the news media concerning the completion of the Wastewater Treatment Plant Improvements Project, Mr. Leszczynski advised that it is anticipated that the project will be completed in June as there still is some digester cover rehabilitation work to be done even though everything else is in operation. APPROVE MANAGEMENT AGREEMENT - PARKING PROPERTIES, INC. Mr. Leszczynski advised that the Board is in receipt of a Management Agreement between the City of South Bend and Parking Properties, Inc. Mr. Terry Coleman, Department of Administration and Finance, was present and advised the Board that the Agreement provides for a private firm to do enforcement of parking ordinances in the downtown area. The Agreement is for the remainder of 1991 and provides for two (2) parking enforcement officers to be out on the streets from approximately 8:30 a.m. to 5:00 p.m. to do what now is being done by sworn police officers. This will free up the police officers to concentrate on their more important duties and at the same time give parking enforcement the full time attention it needs. It is anticipated that enforcement of the parking ordinance will free up parking spaces in the downtown area for the casual user and will make downtown more user friendly and accessible. Ms. Humphreys noted for the record that the Board is in receipt of a letter from Fourth District Council Member Ann B. Puzzello expressing some concern about the pay rate that the parking enforcers will be paid. Ms. Humphreys noted that the Common Council has worked hard to insure that all individuals employed by the City are not paid less than five dollars ($5.00) per hour. Ms. Puzzello is also concerned that the enforcers will not be provided sick days. Ms. Humphreys noted that the City has been advised that these individuals will receive a full benefit package but the City is not aware of just what that includes. It is noted that Ms. Puzzello has made these concerns known to the other members of the Common Council as well. Therefore, Ms. Humphreys made a motion_ that the Management Agreement as submitted be approved and executed. Mrs. DeClercq seconded the motion which carried. REQUEST OF STUDEBAKER NATIONAL MUSEUM TO CLOSE SOUTH STREET, FROM MAIN TO LAFAYETTE, IN CONJUNCTION WITH 6TH ANNUAL STUDEBAKER FESTIVAL - MAY 4-5, 1991 - REFERRED In a letter to the Board, Mr. Tom Appel, Museum Operations Manager, Studebaker National Museum, 120 South St. Joseph Street, South Bend, Indiana, advised that the Museum will be holding its 6th Annual Studebaker Festival the weekend of May 3-5, 1991. Therefore, it is requested that South Street, from Main Street to Lafayette, be closed to traffic during daylight hours on May 4-5, 1991. Mr. Appel also noted that there will be three (3) food concession trailers on South Street for the weekend. Mr. Leszczynski made a motion that the request be referred to the appropriate City departments and bureaus for review and recommendation. Ms. Humphreys seconded the motion which carried.
