REGULAR MEETING <br />APRIL 15, 1991 <br />APPROVE CHANGE ORDER NO. 5 (FINAL•) - CONTRACT I - WASTEWATER <br />TREATMENT PLANT IMPROVEMENTS PROJECT <br />Mr. Leszczynski advised that Tenney Pavoni Associates, Inc., 744 <br />West Washington Street, South Bend, Indiana, has submitted Charge <br />Order No. 5 - Contract I (Final) in regards to the Wastewater <br />Treatment Plant Improvement Project addressing a variety of <br />items. It is noted that Change Order No. 5 indicates an increase <br />of $219,173.24 bringing the new contract amount to <br />$9,132,238.22. Mr. Leszczynski made a motion that the Change <br />order as submitted be approved and executed. Mrs. DeClercq <br />seconded the motion which carried. In response to a question <br />from the news media concerning the completion of the Wastewater <br />Treatment Plant Improvements Project, Mr. Leszczynski advised <br />that it is anticipated that the project will be completed in June <br />as there still is some digester cover rehabilitation work to be <br />done even though everything else is in operation. <br />APPROVE MANAGEMENT AGREEMENT - PARKING PROPERTIES, INC. <br />Mr. Leszczynski advised that the Board is in receipt of a <br />Management Agreement between the City of South Bend and Parking <br />Properties, Inc. <br />Mr. Terry Coleman, Department of Administration and Finance, was <br />present and advised the Board that the Agreement provides for a <br />private firm to do enforcement of parking ordinances in the <br />downtown area. The Agreement is for the remainder of 1991 and <br />provides for two (2) parking enforcement officers to be out on <br />the streets from approximately 8:30 a.m. to 5:00 p.m. to do what <br />now is being done by sworn police officers. This will free up <br />the police officers to concentrate on their more important duties <br />and at the same time give parking enforcement the full time <br />attention it needs. It is anticipated that enforcement of the <br />parking ordinance will free up parking spaces in the downtown <br />area for the casual user and will make downtown more user <br />friendly and accessible. <br />Ms. Humphreys noted for the record that the Board is in receipt <br />of a letter from Fourth District Council Member Ann B. Puzzello <br />expressing some concern about the pay rate that the parking <br />enforcers will be paid. Ms. Humphreys noted that the Common <br />Council has worked hard to insure that all individuals employed <br />by the City are not paid less than five dollars ($5.00) per hour. <br />Ms. Puzzello is also concerned that the enforcers will not be <br />provided sick days. Ms. Humphreys noted that the City has been <br />advised that these individuals will receive a full benefit <br />package but the City is not aware of just what that includes. <br />It is noted that Ms. Puzzello has made these concerns known to <br />the other members of the Common Council as well. <br />Therefore, Ms. Humphreys made a motion_ that the Management <br />Agreement as submitted be approved and executed. Mrs. DeClercq <br />seconded the motion which carried. <br />REQUEST OF STUDEBAKER NATIONAL MUSEUM TO CLOSE SOUTH STREET, FROM <br />MAIN TO LAFAYETTE, IN CONJUNCTION WITH 6TH ANNUAL STUDEBAKER <br />FESTIVAL - MAY 4-5, 1991 - REFERRED <br />In a letter to the Board, Mr. Tom Appel, Museum Operations <br />Manager, Studebaker National Museum, 120 South St. Joseph Street, <br />South Bend, Indiana, advised that the Museum will be holding its <br />6th Annual Studebaker Festival the weekend of May 3-5, 1991. <br />Therefore, it is requested that South Street, from Main Street to <br />Lafayette, be closed to traffic during daylight hours on May 4-5, <br />1991. Mr. Appel also noted that there will be three (3) food <br />concession trailers on South Street for the weekend. Mr. <br />Leszczynski made a motion that the request be referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. Ms. Humphreys seconded the motion which carried. <br />
