REGULAR MEETING <br />APRIL 8, 1991 <br />REQUEST OF OFFICE OF COMMUNITY AFFAIRS FOR USE OF APPROXIMATELY <br />EIGHTY-FIVE (85) PARKING SPACES IN THE COLFAX AND WAYNE PARKING <br />GARAGES FOR MONTHLY PARKERS DISPLACED BY ETHNIC FESTIVAL - <br />REFERRED <br />In a Memorandum to the Board, Ms. Mikki Dobski, Director, Office <br />of Community Affairs, requested the use of approximately <br />eighty-five (85), spaces in the Colfax and Wayne parking garages <br />to accommodate monthly parkers from the Shoppers Park Free and <br />Baers Parking lots who will be displaced by the Ethnic Festival. <br />Ms. Dobski noted that these individuals will be displaced for two <br />(2) days, June 27-28, 1991. Mrs. DeClercq made a motion that the <br />request be referred to the appropriate City departments and <br />bureaus for review and recommendation. Ms. Humphreys seconded <br />the motion which carried, <br />PROVE RE, <br />BORATORY <br />UEST TO ADVERTISE FOR THE <br />RECEIPT OF BIDS FOR <br />BENCH TESTS/SUPPLY OF POLYMER - BUREAU OF WASTEWATER <br />Mr. Karl R. Kopec, Manager of Operations, Environmental Services, <br />advised that the Bureau of Wastewater uses polymers to aid in the <br />dewatering of waste activated and anerobically digested sludges. <br />These are new processes that were added as part of the recent <br />expansion. The plant personnel have established process control <br />and standard operating procedures and are now ready to begin the <br />bid process for the supply of polymer. <br />Mr. Kopec stated that the bid process begins with an <br />advertisement to all potential bidders to perform laboratory <br />bench tests. This allows the supplier to determine which polymer <br />works best in this application. Next, the polymer is tested <br />during a full scale trial run at the Wastewater Treatment Plant. <br />Each supplier who can meet the minimum performance standards as <br />well as all other conditions of the trial will be invited to <br />submit a bid for the supply of polymer. Therefore, the Bureau of <br />Wastewater requests permission from the Board to purchase polymer <br />subject to the pre -qualification and bidding process. <br />Mr. Leszczynski made a motion that the request be approved.
