REGULAR MEETING APRIL 1. 1991 <br />Mr. Leszczynski advised Mr. Matteo that the vacation of this <br />alley creates a fourteen (14) foot dead end alley and it is <br />against the Board of Public Works policy to create a dead end <br />alley. <br />Mr. Matteo stated that there are two (2) other properties <br />contiguous to that alley but Taripp Development owns the rest. <br />He noted that eventually they would like to purchase these two <br />(2) properties but at the present time the owners are not <br />interested in selling until they can be adequately relocated. At <br />that time, the Taripp Development Corporation will petition to <br />vacate that alley. In the meantime these property owners can go <br />through the parking lot as a means of access. It is noted that <br />the properties not currently owned by Taripp Development are Lots <br />#7 & 8. <br />In response to Mr. Leszczynski's inquiry about the timetable for <br />expansion of this project, Mr. Matteo advised that the project <br />will proceed as -soon as possible and they have already begun. <br />Mr. Matteo stated that he has no objection to providing to the <br />City an Easement to utilize the alley for access until the other <br />alley can be vacated. In response to Board Attorney Jenny <br />Manier's inquiry why Mr. Matteo did not proceed with the vacation <br />of the remaining alley, Mr. Matteo noted that should that alley <br />be vacated at this time the property would revert to the two (2) <br />properties he is in the process of purchasing and he preferred to <br />wait until those properties are purchased. <br />Mr. Leszczynski noted that the Area Plan Commission, in their <br />review of this Vacation Petition, had some concerns about the <br />creation of a dead end alley but if an Easement is provided that <br />would eliminate their concern. Mr. Matteo stated that the alley <br />is already improved and he has no objection to the granting of a <br />Temporary Easement to the City. <br />Therefore, Mrs. DeClercq made a motion that the Clerk forward to <br />the Common Council a favorable recommendation regarding this <br />Vacation Petition subject to the granting of a Temporary Easement <br />by Taripp Development. Mr. Leszczynski seconded the motion which <br />carried and Mr. Matteo was instructed to communicate with Board <br />Attorney Jenny Pitts Manier concerning the drafting of the <br />appropriate Temporary Easement. <br />ADOPT RESOLUTION NO. 13-1991 - DISPOSAL OF OBSOLETE VEHICLES <br />In a letter to the Board, Mr. Phil St. Clair, Director, Division <br />of Equipment Services, advised that the Division requests that <br />the City declare obsolete and subsequently dispose of <br />seventy-three (73) vehicles, four (4) dump beds and nine (9) <br />miscellaneous pieces of equipment. All vehicles and equipment <br />will be auctioned off to the highest bidder, and will be sold "as <br />is." Bidders will be required to move all purchased equipment <br />within ten (10) days after the auction. All purchases are <br />final. The auction will take place at 9:00 a.m. on Saturday, <br />April 20, 1991 in the east parking lot of the Municipal Services <br />Facility located at 701 West Sample Street. <br />Therefore, Mrs. DeClercq made a motion that the request be <br />approved and the appropriate Resolution be adopted.
