63 <br />REGULAR MEETING FEBRUARY 25, 1991 <br />Grand Opening Party for Wednesday, March 6, 1991. Over five <br />thousand (5,000) business, government and civil leaders and their <br />guests have been invited to this event. <br />The event will begin with a formal press conference at 4:30 p.m. <br />and will continue throughout the evening. MEANWHILE... is <br />planning to provide free shuttle service to and from the club to <br />various parking areas in downtown. Ushers will be stationed at <br />the parking areas in order to give assistance and direction to <br />the invited guests of MEANWHILE... <br />On behalf of MEANWHILE..., Encore Advertising, Inc. requests the <br />following: <br />1. ONE WAY• <br />- Request that the 200 block of South Michigan Street <br />be limited to 1-way (northbound) on Wednesday, <br />March 6, 1991, from 5:00 p.m. to midnight. <br />- Request a City barricade be set up at the intersection <br />of Michigan and Jefferson Streets at 4:00 p.m. on <br />March 6, 1991, in order to eliminate southbound traffic <br />on the 200 block of South Michigan Street. <br />2. RESTRICTED PARKING: <br />- Request that street parking on the east side of the <br />200 block of South Michigan Street be eliminated <br />between 5:00 p.m. and midnight on March 6, 1991. <br />Request that street parking on the west side of the <br />200 block of South Michigan Street be limited to <br />media and press vehicles. <br />3. PARKING GARAGES: <br />- Request the parking garages located at St. Joseph/ <br />Jefferson, Main/Colfax and Main/Wayne Streets remain <br />open until 12:30 a.m. on Thursday morning, March 7, <br />1991. Each garage would charge the "prevailing <br />acceptable rate" for the evening parking. <br />In addition, MEANWHILE... has already received approval from the <br />Redevelopment Department to use its parking facility on the <br />corner of St. Joseph and Wayne Streets, from the Center City <br />Association for its parking areas and from the Century Center for <br />its parking lot. <br />Mr. Blacketor concluded by advising that it is estimated that <br />five thousand (5,000) guests and two thousand five hundred <br />(2,500) vehicles will be in the downtown area on these dates and <br />any further suggestions to accommodate these visitors would be <br />appreciated. <br />Mr. Leszczynski made a motion that the request be referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. Mrs. DeClercq seconded the motion which carried. <br />APPROVE REQUEST OF WARNER AND SONS, INC. TO OCCUPY THE PUBLIC <br />RIGHT-OF-WAY IN CONJUNCTION WITH TRANSWESTERN BUILDING DEMOLITION <br />PROJECT <br />Mr. Mark A. Weaver, Project Manager, Warner and Sons, Inc., 29099 <br />U.S. 33 West, P.O. Box 87, Elkhart, Indiana, requested permission <br />to install a temporary construction fence to secure the <br />demolition site at the Transwestern Building. Mr. Weaver noted <br />that the fence would be up throughout the project, approximately <br />one hundred thirty-five (135) days and would be chain link <br />fencing. It is noted that on January 14, 1991, the Board of <br />Public Works awarded the low bid of Warner and Sons, Inc., for <br />the demolition of the Transwestern Building. <br />
