Parmerlee, Clerk APPROVE GRAND TR CITY OF SOUTH BEND BOARD OF PUBLIC WORKS s/John Leszczynski, President s/James R. Caldwell s/Mary Hall Mueller - INDIANA DEPARTMENT OF TRANSPORTATION - CROSSINGS AT 500 SOUTH GREENLAWN 30TH STREET Mr. Leszczynski advised that submitted to the Board at this time were two (2) Agreements with the Indiana Department of Transportation concerning improvements to the railroad crossings at 500 South Greenlawn and 30th Street which involve installation of "rubber" crossings. The City will pay ten per cent (10%) of the costs involved for a total amount of $25,500.00. In a Memorandum to the Board, Mr. Carl P. Littrell, Director, Division of Engineering, advised that some time ago, the Division of Engineering requested Federal Aid to upgrade two (2) railroad crossings on the Grand Trunk Railroad on the east side of South Bend. The Department of Transportation has now submitted to the City the appropriate Agreements for this project which entails the installation of "rubber" crossings, resulting in a smoother, safer, better driving surface for the public. Mr. Littrell noted that the two (2) projects will be built with railroad forces on a "force account" basis. The City will be responsible for ten per cent (10%) of all eligible costs as audited by the Indiana Department of Transportation on behalf of the Federal Highway Administration. The estimated cost of the Greenlawn crossing is $128,000 and the estimated cost of the 30th Street crossing is $127,000. The City's share will be $12,800.00 plus $12,700 for a total of $25,500.00. Mr. Littrell recommended approval of these Agreements pending appropriation of the needed funds. Therefore, Mr. Caldwell made a motion that the Agreements as submitted be approved and executed. Mrs. Mueller seconded the motion which carried. APPROVE COMMUNITY DEVELOPMENT CONTRACT The following Community Development Contract was presented to the Board for approval: CONTRACT HUMAN RIGHTS COMMISSION FAIR HOUSING COUNSELING ACTIVITY Program Guidelines indicate that examples of duties which the staff personnel will undertake are as follows: 1. Draft and investigate housing complaints of discrimination filed with the Human Rights Commission. 2. Formulate proposed consent agreements as a means of rectifying unlawful housing discrimination. 3. Conduct post finding reviews with Complainant and Respondent. The total cost of this activity shall not exceed $13,000.00.
