Caldwell <br />s/Mary Hall Mueller <br />- INDIANA DEPARTMENT OF TRANSPORTATION - <br />CROSSINGS AT 500 SOUTH GREENLAWN <br />30TH STREET <br />Mr. Leszczynski advised that submitted to the Board at this time <br />were two (2) Agreements with the Indiana Department of <br />Transportation concerning improvements to the railroad crossings <br />at 500 South Greenlawn and 30th Street which involve installation <br />of "rubber" crossings. The City will pay ten per cent (10%) of <br />the costs involved for a total amount of $25,500.00. <br />In a Memorandum to the Board, Mr. Carl P. Littrell, Director, <br />Division of Engineering, advised that some time ago, the Division <br />of Engineering requested Federal Aid to upgrade two (2) railroad <br />crossings on the Grand Trunk Railroad on the east side of South <br />Bend. The Department of Transportation has now submitted to the <br />City the appropriate Agreements for this project which entails <br />the installation of "rubber" crossings, resulting in a smoother, <br />safer, better driving surface for the public. <br />Mr. Littrell noted that the two (2) projects will be built with <br />railroad forces on a "force account" basis. The City will be <br />responsible for ten per cent (10%) of all eligible costs as <br />audited by the Indiana Department of Transportation on behalf of <br />the Federal Highway Administration. The estimated cost of the <br />Greenlawn crossing is $128,000 and the estimated cost of the 30th <br />Street crossing is $127,000. The City's share will be $12,800.00 <br />plus $12,700 for a total of $25,500.00. Mr. Littrell recommended <br />approval of these Agreements pending appropriation of the needed <br />funds. <br />Therefore, Mr. Caldwell made a motion that the Agreements as <br />submitted be approved and executed. Mrs. Mueller seconded the <br />motion which carried. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development Contract was presented to the <br />Board for approval: <br />CONTRACT <br />HUMAN RIGHTS COMMISSION <br />FAIR HOUSING COUNSELING ACTIVITY <br />Program Guidelines indicate that examples of duties which the <br />staff personnel will undertake are as follows: <br />1. Draft and investigate housing complaints of <br />discrimination filed with the Human Rights Commission. <br />2. Formulate proposed consent agreements as a means of <br />rectifying unlawful housing discrimination. <br />3. Conduct post finding reviews with Complainant and <br />Respondent. <br />The total cost of this activity shall not exceed $13,000.00. <br />
