REGULAR MEETING OCTOBER 19, 1992 <br />since that time. The equipment has aged, has had substantial <br />down time with water in the fuel systems and is rusting. A lot <br />of equipment is going to have to sit out again this winter unless <br />something is done. Therefore, Mr. St. Clair suggested that the <br />Board approve the construction of a maintenance facility <br />consisting, at this time, of just a shell and a floor for this <br />winter to get the equipment out of the weather. Next year the <br />building can be expanded upon and can then be used as a <br />maintenance facility similar to the one utilized at Erskine Golf <br />Course. He stated that this construction is long overdue. If <br />the City does not allow this construction at this time, all the <br />equipment will sit out again this winter and he believes if that <br />happens again the opening of the golf course in the Spring will <br />be jeopardized and it will be very expensive to get the equipment <br />back in shape. <br />Board Attorney and Member Mary Mueller indicated to members of <br />the Board they need to affirm that there is an emergency, <br />acknowledge that two (2) quotes have been received and enter into <br />the record the name and amounts of the quotes received. <br />Mr. St. Clair stated that given the short notice he was only able <br />to secure the following two (2) quotations: <br />1. Majority Builders, Inc. <br />62900 U.S. 31 South <br />South Bend, Indiana 46614 <br />QUOTATION: $42,139.00 <br />2. McCollough Scholten Construction, Inc. <br />701 Collins Road, Building #4 <br />Post Office Box 1147 <br />Elkhart, Indiana 46515 <br />QUOTATION: $45,019.00 <br />Mr. St. Clair stated that Majority Builders has done work for the <br />City before and he feels their quote is competitive. Mr. St: <br />Clair stated that he feels confident with their price and he <br />therefore recommends that the Board award the Quotation of <br />Majority Builders, Inc., in order to try to get the project <br />underway as soon as possible. Mr. St. Clair noted that even if <br />they begin immediately, it would be early December before the <br />building could be completed. <br />Therefore, Mr. Caldwell made a motion that the Board find that an <br />emergency exists, that the information regarding the Quotations <br />received be entered into the record and that the Board award the <br />the low Quotation of Majority Builders, Inc., in the amount of <br />$42,139.00. Mrs. Mueller seconded the motion. <br />Mr. Leszczynski stated that in looking over the two (2) <br />Quotations he had some questions. He noted that the quote of <br />Majority called for twenty-eight (28) gauge steel and the quote <br />of McCollough called for twenty-six (26) gauge steel. Also, the <br />quote of Majority called for two (2) inches of insulation and -the <br />quote of McCollough calls for six (6) inches of insulation on the <br />roof and -four (4) on the walls. <br />Mr. St. Clair stated that he is aware that there are some <br />differences but he is comfortable with the low Quotation of <br />Majority Builders. He stated that when he sought these <br />Quotations he only asked for the pricing for a building and a <br />floor in order to keep the cost down. He noted that they can <br />always add insulation, windows and electricity to the building <br />next year. There being no further questions, a vote was taken <br />and the motion carried. <br />
