REGULAR MEETING JUNE 22, 1992 <br />inch on the one side and on the south the brick facade encroaches <br />about four (4) inches over the public right-of-way. Mr. Masters <br />further advised that the signs and canopies also encroach over <br />the public right-of-way and asked that the Board validate those <br />encroachments as requested by the title company. <br />Board Attorney and Member Mary H. Mueller informed members of the <br />Board that she has reviewed the Grant of Easement which has been <br />submitted and recommends approval subject to the Engineering <br />Department reviewing the accuracy of the legal descriptions <br />contained in the Easement which they have had yet had the <br />opportunity to review. <br />Therefore, Mrs. Mueller made a motion that the Grant of Easement <br />be approved and executed. Mr. Caldwell seconded the motion which <br />carried. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS: <br />- BOWMAN CREEK DRAINAGE PROJECT <br />- CAR WASHES FOR CITY VEHICLES <br />In a Memorandum to the Board, Mr. Carl P. Littrell, Director, <br />Division of Engineering, requested that the Board advertise for <br />the receipt of bids for construction of drainage improvements on <br />Bowman Creek in the blocks between Michigan Street and Columbia <br />Street, Ewing Avenue and Donald Street. <br />Mr. Littrell stated that the plans and specifications for the <br />work have been completed by Lawson -Fisher Associates. Permits <br />have been granted by the Indiana Department of Natural Resources <br />and the U.S. Army Corps of Engineers. Construction and <br />maintenance Easements remain to be obtained from area property <br />owners. <br />In response to questions from the news media, Mrs. Mueller and <br />Mr. Caldwell explained that this is the beginning of the project <br />which will entail digging out, widening and placement of a new <br />bottom on the creek. Mrs. Mueller noted that the City needed to <br />secure Easements in order to make these improvements to the <br />creek. <br />Additionally, in a letter to the Board, Police Chief Ronald G. <br />Marciniak submitted specifications for car washes for City <br />vehicles and requested that the Board advertise for the receipt <br />of bids. <br />Mrs. Mueller made a motion that the requests be approved. Mr. <br />Caldwell seconded the motion which carried. <br />REQUESTS REFERRED: <br />Upon a motion made by Mr. Caldwell, seconded by Mrs. Mueller and <br />carried, the following requests were referred to the appropriate <br />City departments and bureaus for review and recommendation: <br />OF THE AUSTIN COMPANY TO OCCUPY THE PUBLIC RIGHT-OF-WAY ALONG <br />LAFAYETTE BLVD. AND LA SALLE STREET, IN CONJUNCTION WITH <br />SOUTH BEND TRIBUNE RENOVATION PROJECT <br />Mr. Curt Miller, Project Manager, The Austin Company, 3700 <br />Mayfield Road, Cleveland, Ohio, requested permission to <br />temporarily occupy the sidewalk along Lafayette Boulevard and <br />LaSalle Street. Mr. Miller advised that they are demolishing <br />the existing Annex Building on the site and building a new <br />newsprint warehouse and pressroom for the South Bend <br />Tribune. Submitted with the request was a site plan locating <br />the new building and the proposed location of their site <br />fence. The site fence is necessary at this location to <br />ensure a safe construction site. The plan identifies the <br />portion of the sidewalks along Lafayette and LaSalle to be <br />closed.
