REGULAR MEETING APRIL 27, 1992 <br />investigation, Mr. Littrell recommended that the Petition be <br />denied due to the fact that the criteria outlined in ordinance <br />requiments were not satisfied. <br />Mr. Littrell noted that no homes face the part of Esther Street <br />for which the request was made. The Petition indicates the <br />potential of sixteen (16) vehicles at the homes with Hildreth <br />Street addresses. Twenty-four (24) parking spaces are available <br />on Hildreth alone. A 6:00 a.m, to 6:00 p.m. study on April 16, <br />1992 found only thirty-two per cent (320) occupancy. The <br />occupancy by non-residents was twenty-one per cent (21%). In <br />addition, a study was conducted from 6:00 p.m. to 10:00 p.m. on <br />the evening of April 14, 1992. Only a five per cent (50) <br />occupancy was found at that time. <br />Board Attorney Mary H. Mueller noted that the Petitioners did not <br />meet ordinance requirements in the required percentage of <br />occupancy and the percentable of non-resident occupancy. <br />Therefore, Mr. Leszczynski made a motion that the recommendation <br />be accepted and the Petition be denied. JOE VALLEY WATERCOLOR SOCIETY FOR TRAFFIC <br />ASSISTANCE IN CONJUNCTION WITH LEEPER PARK ART FAIR - JUNE <br />20-21, 1992 <br />Mr. Leszczynski noted that the Board is in receipt of favorable <br />recommendations concerning the above referred to requests which <br />were submitted to the Board on March 30, 1992, April 6, 1992 and <br />April 27, 1992. <br />UTILIZE <br />Therefore, Mr. Leszczynski made a motion that the request of the <br />VFW Post 1167 to sell poppies be approved. Mrs. Mueller seconded <br />the motion which carried. <br />Mr. Leszczynski made a motion that the request of St. Joseph <br />County Memorial Society be approved. Mr. Caldwell seconded the <br />motion which carried. <br />Additionally, Mr. Leszczynski made a motion that the request to <br />utilize the parking garage for Hamfest on June 28, 1992, be <br />approved. Mrs. Mueller seconded the motion which carried. <br />Finally, Mr. Leszczynski made a motion that the request of the <br />St. Joe Valley Watercolor Society for traffic assistance in <br />conjunction with the Leeper Park Art Fair be approved. Mrs. <br />Mueller seconded the motion which carried. <br />APPROVE REQUEST TO ADVERTISE <br />BIDS FOR GRIT <br />k.ntumtNZL KZZU1LU - WAbTEWATER TREATMENT PLANT <br />In a letter to the Board, Mr. John J. Dillon, Director, Division <br />of Environmental Services, requested that the Board advertise for <br />the receipt of bids for the grit channel rebuild at the South <br />Bend Wastewater Treatment Plant. Mr. Leszczynski made a motion <br />that the request be approved.
