REGULAR MEETING APRIL 27, 1992 investigation, Mr. Littrell recommended that the Petition be denied due to the fact that the criteria outlined in ordinance requiments were not satisfied. Mr. Littrell noted that no homes face the part of Esther Street for which the request was made. The Petition indicates the potential of sixteen (16) vehicles at the homes with Hildreth Street addresses. Twenty-four (24) parking spaces are available on Hildreth alone. A 6:00 a.m, to 6:00 p.m. study on April 16, 1992 found only thirty-two per cent (320) occupancy. The occupancy by non-residents was twenty-one per cent (21%). In addition, a study was conducted from 6:00 p.m. to 10:00 p.m. on the evening of April 14, 1992. Only a five per cent (50) occupancy was found at that time. Board Attorney Mary H. Mueller noted that the Petitioners did not meet ordinance requirements in the required percentage of occupancy and the percentable of non-resident occupancy. Therefore, Mr. Leszczynski made a motion that the recommendation be accepted and the Petition be denied. Mrs. Mueller seconded the motion which carried. APPROVE REQUESTS: - REQUEST OF VFW POST 1167 TO CONDUCT ANNUAL POPPY DAY SALES - MAY 8-9, 1992 - REQUEST OF ST. JOSEPH COUNTY MEMORIAL SOCIETY TO CLOSE WASHINGTON S' MAY 25, 1992 - REQUEST OF H, IN CONJUNCTION WITH AL DAY ACTIVITIES - ANNUAL HAMFEST - JUNE 28, 1992 - REQUEST OF ST. JOE VALLEY WATERCOLOR SOCIETY FOR TRAFFIC ASSISTANCE IN CONJUNCTION WITH LEEPER PARK ART FAIR - JUNE 20-21, 1992 Mr. Leszczynski noted that the Board is in receipt of favorable recommendations concerning the above referred to requests which were submitted to the Board on March 30, 1992, April 6, 1992 and April 27, 1992. UTILIZE Therefore, Mr. Leszczynski made a motion that the request of the VFW Post 1167 to sell poppies be approved. Mrs. Mueller seconded the motion which carried. Mr. Leszczynski made a motion that the request of St. Joseph County Memorial Society be approved. Mr. Caldwell seconded the motion which carried. Additionally, Mr. Leszczynski made a motion that the request to utilize the parking garage for Hamfest on June 28, 1992, be approved. Mrs. Mueller seconded the motion which carried. Finally, Mr. Leszczynski made a motion that the request of the St. Joe Valley Watercolor Society for traffic assistance in conjunction with the Leeper Park Art Fair be approved. Mrs. Mueller seconded the motion which carried. APPROVE REQUEST TO ADVERTISE BIDS FOR GRIT k.ntumtNZL KZZU1LU - WAbTEWATER TREATMENT PLANT In a letter to the Board, Mr. John J. Dillon, Director, Division of Environmental Services, requested that the Board advertise for the receipt of bids for the grit channel rebuild at the South Bend Wastewater Treatment Plant. Mr. Leszczynski made a motion that the request be approved. Mr. Caldwell seconded the motion which carried.
