REGULAR MEETING APRIL 27, 1992 <br />AWARD BID - GAS SPHERES RENOVATION - WASTEWATER TREATMENT PLANT <br />Mr. Karl R. Kopec, Manager of Operations, Division of <br />Environmental Services, advised that after review of the two (2) <br />bids received on April 13, 1992, for the above referred to <br />project, it is being recommended at this time that the Board <br />award the bid of Hayes Boiler & Mechanical, Inc., 1515 West <br />Leland Avenue, Chicago, Illinois, in the amount of $149,949.00. <br />Mr. Kopec noted that CBI Na-Con, Inc., 601 West 143rd Street, <br />Plainfield, Illinois, was the apparent low bidder at $99,400.00. <br />However, their bid excluded a provision in the bid specifications <br />to pressure test the repaired spheres. Therefore, Mr. Kopec <br />noted that Hayes Boiler is the sole responsive bidder and their <br />bid is twenty-seven per cent (27%) less than the Engineer's <br />Estimate for this scope of work. <br />Board Attorney Mary H. Mueller advised members of the Board that <br />the low bid was non -responsive as it contained conditions <br />deleting testing requirements and severely limited liability. <br />Mr. Caldwell made a motion that the bid be awarded as <br />recommended. Mr. Leszczynski seconded the motion which carried. <br />FAVORABLE RECOMMENDATION - PETITION TO VACATE BUTTERNUT ROAD <br />FROM VACATED DOUGLAS ROAD NORTH TO CLEVELAND ROAD FOR A DISTANCE <br />OF APPROXIMATELY 5320 FEET <br />Mr. Leszczynski advised that the Board is in receipt of a <br />Vacation Petition as submitted for filing with the Common Council <br />by the South Bend Redevelopment Authority and St. Joseph Airport <br />Authority to vacate the following property: <br />Butternut Road, from vacated Douglas Road north to <br />Cleveland Road for a distance of approximately <br />5320 feet. <br />It is noted that the Board is in receipt of favorable <br />recommendations concerning this vacation from the Area Plan <br />Commission, Fire Department, Police Department, Department of <br />Economic Development and the Engineering Department. It is <br />further noted that Northern Indiana Public Service Company has <br />advised that they do not have any gas mains in Butternut Road, <br />Indiana Michigan Power does have overhead pole lines running <br />south from Cleveland Road for approximately one -quarter mile and <br />Indiana Bell Telephone has a buried cable from Douglas Road to <br />Cleveland Road which terminates at a jobsite trailer at Cleveland <br />Road. <br />Mr. Caldwell made a motion that the Board forward a favorable <br />recommendation to the Common Council concerning this Vacation <br />Petition. Mrs. Mueller seconded the motion which carried. <br />DENY PETITION FOR ESTABLISHMENT OF RESTRICTED RESIDENTIAL PARKING <br />ZONE - ESTHER/HILDRETH STREET <br />Mr. Carl P. Littrell, Director, Division of Engineering, advised <br />the Board that the Bureau of Traffic and Lighting has conducted <br />an investigation of the residential parking zone requested on <br />Hildreth and Esther Street pursuant to the requirements of <br />Chapter 20, Article 10 of the South Bend Municipal Code. <br />It is noted that on March 30, 1992, Mr. Sue Bunch, 1609 Hildreth <br />Street, South Bend, Indiana, submitted a Petition for the <br />Establishment of a Restricted Residential Parking Zone at the <br />extension of Esther between 1702 and 1622/Hildreth Street <br />(1601-1617, 1602-1622). <br />Mr. Littrell submitted with his Memorandum the results of an <br />investigation which took place on April 7, 1992, between the <br />hours of 6:00 a.m. and 5:00 p.m. Based on the results of this <br />
