3 ( v <br />REGULAR MEETING <br />Ms. Dobski <br />utilized in <br />arrival and <br />- OF UNITED <br />SEPTEMBER 27, 1993 <br />informed the Board that Morris Civic Plaza will be <br />the afternoon of October 6, 1993 to facilitate <br />set-up of the Notre Dame band. <br />T DRUG & <br />CONDUCT <br />ANNUAL RED RIBBON DAY MARCH - OCTOBER 22, 1993 <br />In a letter to the Board, Ms. Gladys W. Muhammad, Community <br />Organizer, South Bend Heritage Foundation, United Community <br />Against Drug & Alcohol Abuse, 914 Lincolnway West, South <br />Bend, Indiana, advised that the week of October 23-31, 1993 <br />has been designated as National Red Ribbon Week. In order to <br />show local support in presenting a unified and visible <br />commitment toward a drug free America, they are once again <br />organizing a Michiana Community Red Ribbon. Day March. The <br />1993 March is scheduled for Friday, October 22, 1993. <br />Ms. Muhammad noted that the United Community Against Drug and <br />Alcohol and the South Bend Heritage Foundation and others are <br />requesting approval to conduct the 5th Annual Red Ribbon Day <br />March, beginning at 11:00 a.m., utilizing the following <br />route: <br />Beginning at Colfax Cultural Center, proceed <br />on Lincolnway West to Chapin, Chapin to West <br />Washington, West Washington to William Street, <br />William to Jefferson and proceed down <br />Jefferson Street to the end at 320 West <br />Jefferson (New Wings of Faith). <br />Ms. Muhammad further noted that they are proposing the use of <br />streets for this March as they will have police and <br />motorcycle units, a wrecked automobile and the TRANSPO <br />trolley. <br />APPROVE REQUESTS: <br />- OF NORTH CENTRAL INDIANA AFL-CIO COUNCIL TO OCCUPY THE <br />SIDEWALK IN FRONT OF THE COUNTY COURTHOUSE FOR RALLY - <br />OCTOBER 2, 1993 <br />OF ST. JOSEPH COUNTY RIGHT TO LIFE, INC. TO OCCUPY THE <br />SIDEWALKS TO FORM "LIFE CHAIN" - OCTOBER 3, 1993 <br />OF GOLDEN DOME PRODUCTIONS TO OCCUPY PUBLIC RIGHT-OF-WAY IN <br />CONJUNCTION WITH VIDEO PRODUCTION - SEPTEMBER 30. 1993 <br />It was noted that Mr. Don Vanett, President, North Central Indiana <br />AFL-CIO, requested use of the sidewalk on Main Street in front of <br />the County Courthouse for a public rally to express opposition to <br />the North American Free Trade Agreement as it is currently <br />written. The proposed time and date of the rally is October 2, <br />1993 from 12:00 noon to 1:00 p.m. <br />Mr. Vanett noted that the rally is being organized by the North <br />Central Indiana AFL-CIO in conjunction with the UAW CAP Council, <br />Teamsters Local #364, the St. Joseph Valley Greens, the South Bend <br />Chapter of the Citizens Action Coalition of Indiana, plus other <br />citizen's and labor organizations. The rally will be peaceful and <br />lawful and access to the courthouse will not be impeded in any <br />way. It was noted that the St. Joseph County Commissioners have <br />already approved this request. It was further noted that this <br />request has been reviewed by the appropriate City departments and <br />bureaus and approval is recommended. <br />Additionally, the request of the St. Joseph County Right to Life, <br />Inc., to occupy the sidewalks at Michigan Street and Bartlett <br />Street to form a cross in conjunction with National Life Chain <br />1 <br />1 <br />
