REGULAR MEETING AUGUST 2, 1993 <br />from Twyckenham to Miami, one-way also and that way there will not <br />be anyway to make a shortcut. <br />Ms. Michelle Strantz, 737 Donmoyer, South Bend, Indiana, noted <br />that there is a speed limit sign of 30 MPH and there have been at <br />least twenty (20) accidents in the last year. Her van, parked in <br />front of her residence, was hit and totalled just one year ago and <br />another vehicle was struck at Donmoyer and High. <br />Mrs. Cecil Perry, 618 East Donmoyer, South Bend, Indiana, informed <br />the Board that she has lived on Donmoyer for the past forty-six <br />(46) years and there have been many accidents. She noted that the <br />children on Donmoyer are always in danger. She further noted that <br />for the convenience of the residents of Donmoyer, from Miami to <br />Woodside, a lot of other people are being inconvenienced. <br />In response to Mrs. Perry, Mrs. Hauck stated that Donmoyer Street, <br />where she lives, is not a straight street and there are no curves <br />on the other side of Donmoyer. <br />Mrs. Carolyn Balog,- 2922 Miami Street, South Bend, Indiana, noted <br />that her residence is located on Miami at Donmoyer. Mrs. Balog <br />noted that they have had three (3) cars come up into their yard <br />with one accident occurring just minutes after she and her family <br />were in the front yard. She further noted that she and her <br />husband have called the Police Department on numerous occasions to <br />slow down the traffic, which goes fifty (50) and sixty (60) miles <br />per hour, but the Police do not respond. <br />Mr. Abe Ginter addressed the Board again and stated that he has <br />lived on Woodside for forty-two (42) years and he did not get a <br />notice of this change. <br />Mr. Carl P. Littrell, Director, Division of Engineering, addressed <br />the Board and the residents present. Mr. Littrell noted that only <br />the residents of the section of Donmoyer Street that would be <br />designated one-way were notified. No one else was notified. Mr. <br />Littrell further noted that at that time, residents were asked for <br />their comments concerning this change. All responses were <br />positive except for Mrs. Fahey who thought the one-way should be <br />in the other direction. <br />Mr. Littrell advised that during the peak time of 7:00-8:00 a.m., <br />approximately one hundred twenty (120) vehicles use Donmoyer. <br />Those individuals will likely now use Woodside.. <br />Mr. Littrell noted that the City did look at other alternatives to <br />this problem. The most expensive alternative would be to <br />reconstruct the street as it is the shape of the street that <br />causes most of the accidents. This alternative would cost <br />approximately two hundred fifty thousand dollars ($250,000.00). <br />Another solution would be to install guardrails. As well as not <br />being pretty to look at, it is unlikely that they would prevent <br />accidents, would not guarantee the protection of pedestrians and <br />would not correct the problem. Breaks for driveways would also <br />have to be put in the guardrails. <br />Therefore, Mr. Littrell stated that it is his recommendation to <br />make Donmoyer, from Miami to Woodside, one-way westbound. There <br />will be an inconvenience to vehicular traffic and quite a few cars <br />will turn right on Woodside. Mr. Littrell noted that Donmoyer is <br />a twenty-nine foot (291) wide street and Woodside is a thirty-nine <br />foot (391) wide street. <br />Mr. Littrell and several of the residents continued to carry on an <br />informal discussion of the situation with various alternatives <br />mentioned. <br />
