66 <br />REGULAR MEETING AUGUST 2, 1993 <br />they feel safe and comfortable with this one-way designation. She <br />further stated that they are very concerned about the safety of <br />their children and with the trees all knocked down by previous <br />accidents there is nothing left to block the cars that are out of <br />control. <br />Dr. Tom Hauck, 2912 Marine, South Bend, Indiana, indicated that he <br />is not sure what the best solution would be, but is glad that the <br />City has come to grips and is trying to address the problem. Dr. <br />Hauck read off for the Board a list of accidents that occurred <br />from 1987 to the present at their location. He noted that on <br />several occasions, during the winter, he contacted Mr. Sam Hensley <br />of the Street Department concerning the condition of the street <br />and Mr. Hensley increased the salting of the street when needed. <br />On one occasion, the City did put up additional signage and <br />lowered the speed limit to 10 MPH. However, even that was <br />ignored. <br />In conclusion, Dr. Hauck stated that it is obvious the situation <br />is unsafe and more accidents continue to occur. He further stated <br />that obviously a problem exists and he is not sure of the best <br />solution. But, this is the first attempt to solve the problem. <br />Mr. Ernest Szarwark, 1140 East Woodside, South Bend, Indiana, with <br />his office at 1st Source Bank, 6th floor, South Bend, Indiana, <br />noted that he is a member of the Stanley Clark School Board. Mr. <br />Szarwark stated that procedurally he does not have a problem with <br />the process followed by the City and noted that he did receive <br />notice of the change to the one-way designation. <br />Mr. Szarwark noted that the concern for all those present is <br />safety. Dr. Hauck outlined over thirty (30) accidents that have <br />arisen in just the narrow time of December, 1988 to July 1993. <br />Mr. Szarwark stated that he has two (2) children, which are <br />present today, and there are a great number of children in the <br />area. One person has already died as a result of an accident in <br />the area and it is just a matter of time before another fatality <br />occurs. Mr. Szarwark informed the Board that the first question <br />they have to address is safety. The action of making Donmoyer <br />one-way westbound cuts down on part of the problem. <br />Mr. Szarwark stated that he has spoken to Police Chief Ronald G. <br />Marciniak concerning this problem and has been advised that the <br />Police Department will do all they can with the manpower <br />available. <br />In addressing the concerns of the residents of Woodside, Mr. <br />Szarwark stated that two (2) wrongs do not make a right. He <br />stated that it would be wrong of the Board to change the decision <br />that has been made and there should be other ways to resolve the <br />Woodside residents problems and concerns. Mr. Szarwark noted <br />that Donmoyer, from Miami to Twyckenham is an "S" curve and people <br />are taking this curve at a high rate of speed. In conclusion, Mr. <br />Szarwark asked that the Board not take away their protection and <br />their safety. <br />Mr. Robert Douglass, 1320 East Jefferson Boulevard, South Bend, <br />Indiana, informed members of the Board that he is the Headmaster <br />of Stanley Clark School. Mr. Douglass noted that in the summer of <br />1988 there was a cut in the crossing guard program and the <br />intersection of Donmoyer and Miami was one to be cut. The Police <br />Department was asked to study this decision and it was found that <br />there were a significant number of children utilizing the <br />intersection. Mr. Douglass urged the Board to carefully look at <br />the safety of the children in the area. <br />Mr. Berman again addressed the Board and noted that he does concur <br />with Dr. Hauck.
