REGULAR MEETING
AUGUST 2, 1993
was present and addressed the Board concerning the recent change
on Donmoyer, to one way westbound, from Miami to Woodside.
Mr. Berman submitted to the Board a Petition signed by all
residents of Woodside Street, between Miami and Donmoyer Street.
The Petition requests the immediate reversal of the recently
enacted change on a short section of Donmoyer from two-way to one-
way, west bound. Mr. Berman stated that this change has greatly
increased traffic on Woodside placing the lives of the children in
danger.
Mr. Berman read to members of the Board the Petition which was
signed by seven (7) residents of Woodside Street.
After reading the Petition, Mr. Berman advised members of the
Board that the residents of Woodside were surprised by this change
as they were not notified. He noted that only one resident, Mrs.
Mary Fahey, 1137 Woodside, was advised and she informed the City
that she would rather have the traffic going one way in the other
direction. Mr. Berman again reiterated that they were not
notified and because there are quite a few children in the
neighborhood, and because traffic has greatly increased, they
would like an immediate reversal of the one-way designation.
Mr. Leszczynski inquired of Mr. Berman just how greatly the
traffic has increased on Woodside. Mr. Berman stated that
previously they had very few cars come down the street and those
that did were mainly residents. Now, they have cars that are
going through to get to Twyckenham.
Mrs. Mary Christy Szarwark, 1140 East Woodside, South Bend,
Indiana, informed members of the Board that the curvature of
Donmoyer does not access cars properly and is a nightmare. Cars
have been known to end up in the front yards of the homes on
Donmoyer. Mrs. Szarwark stated that cars speed through Donmoyer
as a shortcut to get to Twyckenham. Even though she does not want
the traffic diverted to Woodside either, the safety of the
pedestrians, including school age children, utilizing the
sidewalks must be considered.
Mrs. Szarwark noted that there are as many children on Donmoyer as
there are on Woodside. There are approximately fifty-six (56)
children attending Stanley Clark School that are in the area as
well as people walking to the Temple.
In conclusion, Mrs. Szarwark noted that since the installation of
the one-way designation, she has noticed a fifty per cent (50%)
reduction in traffic and is in favor of the one-way designation.
Ms. Ann Riley, 1157 Donmoyer, South Bend, Indiana, advised that
last month a car parked in front of her residence was hit by
someone speeding down the curve. A similar accident occurred
three (3) weeks later on the opposite side of the street. Ms.
Riley stated that she has a young child and the area has very
heavy pedestrian traffic. Ms. Riley asked that the Board endorse
the proposal for this one-way designation.
Mr. Abe Ginter, 1103 Woodside, South Bend, Indiana, addressed the
Board and stated that he has been a resident of Woodside for the
past forty-two (42) years. With the one-way designation on
Donmoyer, the neighborhood has experienced much more traffic.
They too, have many children and pedestrians that utilize the
sidewalks. Mr. Ginter stated that, in the past, their
neighborhood has also had its share of trees knocked down. He
stated that he feels for the people on Donmoyer but they also have
people and children on Woodside.
Ms. Sally Hauck, 2912 Marine, South Bend, Indiana, stated that
