045 <br />1 <br />1 <br />REGULAR MEETING <br />FEBRUARY 8, 1993 <br />yet been certified by an independent laboratory as required by <br />the specifications. <br />Mr. Dennis N. Nichols, Regional Manager, SEFAC Lift & Equipment <br />Corporation, was present and advised members of the Board that he <br />was present to enter a protest and to advise the Board that SEFAC <br />feels that they do meet specifications. Mr. Nichols submitted <br />to the Board a letter of protest and miscellaneous <br />documentation. <br />In response to an inquiry from Mr. Leszczynski, Mr. Littrell <br />advised that his recommendation was based on information supplied <br />with the bid. Mr. Littrell further advised that he had asked <br />SEFAC to provide further documentation. He stated that he did <br />receive a letter from the President of SEFAC indicating that they <br />would provide a lift that will meet specifications but they did <br />not provide any other documentation on how they intended to do <br />so. The documentation provided by SEFAC with their bid described <br />a lift that failed to meet City specifications in significant <br />ways. <br />Mrs. Mueller inquired of Mr. Littrell in what areas SEFAC did not <br />meet the City's specifications. Mr. Littrell noted SEFAC did not <br />meet specifications in the areas of dimensions of the lift <br />platform and certification of the electrical controls. He noted <br />that it is important that certification be provided that meets <br />OSHA and ANSI requirements for safety to the workers. Also, the <br />dimensions of the the lift are important to fit the size of <br />equipment the City has to put on the lift. He also noted that <br />the model bid did not meet the 75,000 pound lift capacity or the <br />clearance requirement specified by the City. <br />Therefore, Mrs. Mueller made a motion that the Board reject the <br />low bid of SEFAC as non -responsive and award the bid of <br />Safetylane Equipment Corporation, 115 North College, Suite 211, <br />Bloomington, Indiana, in the amount of $79,883.00. Mr. <br />Leszczynski seconded the motion which carried. <br />Mr. Leszczynski advised Mr. Nichols that it is critical that all <br />appropriate documentation be provided at the time of bidding and <br />not after all bids have been opened and publicly read. <br />APPROVE LICENSE APPLICA <br />Mr. Leszczynski stated <br />license application has <br />NAME: <br />BY: <br />ADDRESS: <br />FOR THE <br />liviv - VEALEK6 <br />that the following secondhand dealers <br />been received: <br />CLASSIC BOUTIQUE CONSIGNMENT <br />Ethel Anderson <br />1636 Lincolnway West <br />PURPOSE OF SELLING: Used furniture and antiques <br />Mr. Leszczynski further advised that favorable recommendations <br />have been received from the Bureau of Traffic and Lighting, <br />Department of Code Enforcement, Police Department and Fire <br />Department concerning the above application.
